UNICEF Thailand Country Office is seeking an individual consultant to support the development of a new Country Programme (2027-2031). The Country Programme provides the legal, programmatic and operational basis for advancing childrenโs rights at the country level in support of national and global development priorities and human rights obligations.
The Country Programme is anchored in the applicable human rights treaties which are at the core of its mandate including the Convention on the Rights of the Child (CRC), the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), the Convention on the Rights of Persons with Disabilities (CRPD) and other international human rights instruments together with the national priorities represented in the Thirteenth National Economic and Social Development Plan (2023-2027) and the 20 years National Strategy (2018-2037).
The UNICEF Country Programme is being developed in tandem with the United Nations Sustainable Development Cooperation Framework (2027-2031).
Following the key milestones of the Country Programme development process currently underway; Evidence Synthesis, Prioritization, Theory of Change and Explanatory Notes, the Country Office will produce a Country Programme Document which captures the agreed priorities, strategies, partnerships and results framework for official approval.

Work Assignment and Deliverables:
Assignment 1: Review key programme documents (Country Assessment, Evidence Synthesis, endorsed priorities, Resource and Results Plan, Explanatory notes and draft UNSDCF 2027-2031)
Expected deliverable 1: Review key documents
Delivery schedule: February 5, 2026 (4 working days)
Assignment 2: First draft of the Country Programme Document (CPD), including the Integrated Results and Resource Framework (IRRF) developed under the supervision of the Deputy Representative and in consultation with Planning, Monitoring and Reporting
Expected deliverable 2: 1st draft of Country Programme Document (2022-2026) (narrative and IRRF)
Delivery schedule: February 15, 2026 (5 working days)
Assignment 3: Final version of the Country Programme Document (CPD) including the Integrated Results and Resources Framework (IRRF) incorporating feedback from multiple rounds of review
Expected deliverable 3: Final draft incorporating comments from UNICEF
Delivery schedule: February 28, 2026 (3 working days)

To qualify as an advocate for every child you will haveโฆ
Qualifications or specialized knowledge/ experience required
โข Proven track record in drafting strategic documents for UN agencies, especially CPDs, or similar planning frameworks. Prior experience with UNICEF is highly preferred.
โข Familiarity with UNICEFโs CPD development guidance and templates
โข Excellent English writing and editing skills
โข Strong grasp of Results-Based Management (RBM)
โข Ability to synthesize complex data and evaluations into succinct and coherent narratives
โข Understanding of child rights, equity, and gender-sensitive programming
โข Strong coordination skills and ability to adhere to deadlines

Individuals engaged under a consultancy or individual contract will not be considered โstaff membersโ under the Staff Regulations and Rules of the United Nations and UNICEFโs policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.ย
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
