POSITION SUMMARY
The Senior Officer will serve as the national lead and project manager of the โRedirecting Investments for an Inclusive, Just Energy Transition (REDI4JET)โ project in Indonesia, with support from the Germany Federal Ministry of Economic Affairs and Energy (BWME) through the International Climate Initiative (IKI). The position plays a pivotal role in driving investment, policy, and market readiness for the energy transition through direct engagement with government, private sector actors, and local innovators.
Under the guidance of the Energy Lead based in Jakarta, and in close coordination with regional and global teams, the Senior Officer, Energy Transition will be responsible for managing the implementation of REDI4JETโs five Work Packages (WPs), in collaboration with consortium partners. This includes enhancing policy frameworks, developing inclusive financial mechanisms, incentives, and project pipeline for just energy investments in Indonesia, and convening decision-makers from regional peers for transformative dialogues on an accelerated energy transition.
The Senior Officer will need to understand the overall program structure and collaborate closely with implementing partners, namely Perspectives Climate Research GmbH (PCR) and Yayasan Cendekia Perubahan Iklim Indonesia (YCPII), government partners, including the Coordinating Ministry of Economic Affairs, Republic of Indonesia, as the host and principal counterpart of the project, the Ministry of Energy and Mineral Resources, and external partners, including the Just Energy Transition Partnership (JET-P) Secretariat and other key national institutions. The Senior Officer will assume overall responsibility for communications and reporting to the donor (BMWE) and its administrative arm Zukunft โ Umwelt โ Gesellschaft (ZUG) as well as internal coordination with GGGIโs units and thematic experts.
Key responsibilities include the delivery of technical assistance across WP areas, capacity building activities, the development of measurement, reporting, and verification (MRV), and the organization and execution of regional dialogue events. The Senior Officer will be supported by a Project Assistant but will remain responsible for effective budget management and disbursement.
The role demands strong program management, strategic coordination, sectoral experience, and technical capabilities to ensure timely and effective delivery of REDI4JETโs objectives in Indonesia. This position is central to fostering country ownership, promoting policy and investment innovation, and contributing to Indonesiaโs just, inclusive energy transition.
PURPOSE
Lead the execution of REDI4JET in Indonesia, ensuring timely delivery and alignment with national development priorities, donor expectations and stakeholder priorities. Establish and manage the Donor Board and Project Steering Committee (PSC) in Indonesia to strengthen national coordination, drive country ownership, ensure effective program governance and implementation of the project, and closely communicate and coordinate with BMWE, ZUG and the implementing partners. Accelerate the energy transition by supporting the identification and delivery of policy enhancements, designing social resilience plans and delivering inclusive financing mechanisms and incentives, including carbon financing, in line with Government of Indonesia and market priorities. Strengthen the national energy transition process through stakeholder engagement, policy support, and development of enabling instruments such as MRV protocols and capacity building. Analyze sectoral challenges and opportunities to inform program design, identify intervention points, and support the development of scalable, investable and inclusive energy transition models.ENGAGEMENT

DELIVERY
The candidate is expected to deliver the following:
Lead and oversee the implementation of REDI4JET in Indonesia, including work planning, budgeting, risk management, and M&E, ensuring timely and quality delivery of all program outputs. Facilitate close coordination with the Coordinating Ministry of Economic Affairs, and other stakeholders, including the Ministry of Energy and Mineral Resources, BMWE and ZUG through the Donor Board and PSC to ensure effective program governance and alignment with national priorities. Design and manage key outputs and deliverables under the project, including policy recommendations and enhancements and financing options and incentives. Support the development of a national JET Secretariat and organize events and sessions in alignment with the JET Secretariatโs needs. Ensure robust MRV and monitoring and evaluation (M&E) systems are in place, with strong integration of gender equality and social inclusion across all activities. Ensure that the project delivers robust communications materials, including impact stories and other documentation to showcase results to partners.
REQUIREMENTS
QUALIFICATIONS
An advanced degree (Masterโs or equivalent) in a relevant field such as Energy, Public Policy, Business, Finance, Economics, Accounting, Engineering, Law, or other related disciplines. Minimum of 8 years of experience in country-level work experience, in renewable energy, project or program management preferably in energy, , investment or financing of renewable energy projects, or green growth. Experience (3+ years preferred) engaging on energy transition pathways, policy or investment. Proven involvement across the full cycle of renewable energy project development โ including greenfield site development, regulatory approvals, PPA negotiation, and reaching financial close โ to ensure strong understanding of market and financing gaps. Knowledge of energy markets, energy policy and energy technologies. Proven track record in project management, including planning, reporting and financial management. Demonstrated experience working with government institutions, development partners, or the private sector in Indonesia. Familiarity with energy finance mechanisms, including climate and carbon financing. Ability to lead and work effectively with people from diverse cultural and professional backgrounds. Excellent English and Indonesian oral and written communication skills, including public speaking.
FUNCTIONAL
Proven ability to develop and maintain strong relationships with GGGI partner institutions. Experience in policy formulation, capacity building and multi-stakeholder engagement. Understand Government policy and implementation at national and sub-national levels in Indonesiaโs multi-sectoral context. Strong organizational and management skills with experience in integrating safeguards, gender, poverty reduction and social inclusion. Expertise and practical experience in energy sector Strong industry network is a plus Strong regulatory and financing gap knowledge in the energy sector. Experience in renewable energy projects due diligence is a plus Knowledge of green investment principles and climate financing. Experience managing projects involving international and local consultants. Experience in conducting project MRV and M&E, with strong integration of gender equality and social inclusion will be an asset. Ability to work in systematically and innovatively with sound decision-making. Skilled in writing clear reports and maintaining a database effectively. Capability to perform in demanding atmosphere with self-motivation to deliver quality results in timely manner.

Senior Officer is an X9 grade level in GGGIโs national salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. Currently, GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Growth Program (GGP, โthe Programโ). The Program aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur (โPT SMIโ) and others.
GGGI developed the project proposal together with implementing partners PCR and YCPII in response to a 2023 Call for Proposals by IKI. Since then, GGGI and the implementing partners have collaborated closely with the GoI, BMWE and ZUG to ensure that the project is aligned with the GoIโs needs, enabling the country to enact an energy sector transition and achieve its climate change mitigation ambitions, as expressed by its commitment to the Paris Agreement and Sustainable Development Goals. This project aims to support Indonesia to redirect investment flows in support of implementing the JET agenda. To achieve this, the project targets critical investment enablers like policy, investment preparation and de-risking, inclusive resilience planning, awareness raising and capacity building. The project builds on Indonesiaโs existing JET plans and strategies, and coordinates national stakeholders across the energy, environment, investment, and finance sectors to affect change. The GoI will receive technical assistance for designing fiscal policies that can redirect public and private investments towards low-emission energy investments. The private sector and local communities will be engaged in identifying tangible investment opportunities that can leverage climate finance and carbon markets. The lessons learned from the project will be compiled and shared to promote scaling up and replication regionally and globally.
