Setting and ReportingThis post is located in the Debt Management and Financial Analysis System (DMFAS) Programme of the Debt and Development Finance Branch in the Division on Globalization and Development Strategies, the United Nations Trade and Development (UNCTAD). The position is located in Buenos Aires, Argentina. The Information Systems Officer (System's Developer/Web Architect) will report to the Chief of the DMFAS Programme based in Geneva. ResponsibilitiesThe Information Systems Officer (System's Developer/Web Architect) will perform his/her duties under the direction of the Chief of the DMFAS Programme and under the supervision of the DMFAS Systems Analyst, based in Geneva. Within delegated authority, the Information Systems Officer (System's Developer/Web Architect) will be responsible for the following: - Assist in the development and validation of architectural components for DMFAS version 7 and providing technical guidance to ensure the implementation aligns with best practices and project objectives. - Support the management of development sprints by advising on task progress and assisting in the timely delivery of modules necessary for the continuous deployment of DMFAS 7 across user countries. - Communicate any potential delays or issues to the DMFAS Systems Analyst to facilitate corrective measures. - Contribute to the design and development of software modules; support the implementation of Java microservices for User Interface modules. - Support the team in migrating exercises, ensuring a smooth transition and integration of new features. - Collaborate with the Systems Analyst to advise on upgrades, ensuring compatibility, performance improvements, and adherence to the latest standards. - Support the use of modern development tools such as JUnit, Kubernetes, Docker, GitLab, ARCHIVA, and IDEs like Eclipse, Visual Studio Code, WebStorm, or IntelliJ IDEA. Promote best practices in using collaboration tools like Jira and Confluence throughout the development process. - Assist in preparing clear, comprehensive documentation for the developed modules in accordance with DMFAS standards, facilitating future maintenance and knowledge transfer. - Participate in reviewing work outputs, offering constructive feedback and ensuring adherence to quality standards. - Collaborate with the DMFAS 7 development team and the Systems Analyst to support quality assurance activities. - Provide regular updates to the DMFAS Programme Systems Analyst on activities performed, challenges faced, and milestones achieved, maintaining transparent communication throughout the project. - Perform other activities as required. CompetenciesProfessionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organizationโ€™s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Work ExperienceAt least 5 years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems, are required. Relevant working experience using Web technology, in particular using Angular development framework and related libraries, such as PrimeNG and Akita pattern is required. At least 3 years of progressively responsible experience of the DMFAS as a system developer or web architect is required. Experience working in an international organization, such as the United Nations, is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Spanish is required.
