Result of ServiceThe Consultant will: Produce validated investigative training modules aligned with international human rights standards; Deliver high-quality in-person and online training for Haitian justice actors; Strengthen operational investigative capacity of Haitian justice actors; Provide technical recommendations supporting improved investigations and judicial processing. Work LocationPort-au-Prince, Haiti Expected duration110 days Duties and ResponsibilitiesThe Consultant contributes to OHCHRโs mandate to: Strengthen the capacities of national justice and law-enforcement institutions Improve investigative standards for cases involving mass violence, gang-related crimes, and human rights violations - Deliver high-quality training aligned with international human rights norms Capacity Development & Training Develop and deliver specialized training on investigative techniques tailored to Haitian investigators, magistrates, prosecutors, and specialized police units. Adapt international standards to the operational realities of Haiti, including mass-violence, sexual violence, abductions, and Crimes committed by organized armed groups. Facilitate in-person sessions with support from HRSโ Capacity Building Unit Technical Expertise & Advisory Support Provide hands-on technical guidance to the relevant national institutions. Review investigative documents, assess evidence-collection practices, and provide recommendations. Participate in meetings with donors, national authorities, and UN partners. Training Materials & Methodology Produce context-appropriate training modules (case studies, facilitator guides, exercises). Conduct needs assessments and propose training strategies. Prepare TORs and reports for validation workshops. Other Duties Carry out any additional tasks as required by the HRS leadership and OHCHR Haiti. Qualifications/special skillsAdvanced university degree (Masterโs or equivalent) in Law, Criminology, Criminal Justice, International Relations, Social Science, Human Rights, or related field. First-level degree with additional years of experience may be accepted. Minimum 2 years of experience in donor relations, partnerships, programme coordination, external liaison, or reporting in Haiti Proven experience providing training to justice and law-enforcement actors in Haiti Experience with UN, OHCHR, or multilateral institutions in Haiti SSAFE Training. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fo this position, fluency in spoken and written French is required. Knowledge of English is an advantage.
