    Organizational Setting and Reporting Relationship

    The position of Investment Officer (Blended Finance) is assigned to the Guarantees and Syndications Unit under the Office of the Director General (OPSD-GSU) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Designated International Staff and Officer as applicable.

    Your Role

    As an Investment Officer (Blended Finance), you will provide analysis and other support to the Fund Manager of Canadian Climate and Nature Fund for the Private Sector in Asia (CANPA), and other fund managers, concerning financing to private sector borrowers at concessional terms, including but not limited to funds deployed by the CANPA.

    You will:

    a. Project Structuring and Processing

  • Analyze, structure, and coordinate blended concessional finance or syndication transactions and draft or review relevant portions of documentation such as concessional financing applications, term sheets and loan agreements.
Support Fund Managers and deal teams with project due diligence, risk analysis in respect of projects benefiting from third-party concessional and parallel fund financing, while interfacing with credit, safeguards, integrity, legal and other teams where required. Analyze, or where required build, financial models for projects benefiting from blended concessional finance. Help to calculate assessments of grant equivalence of concessional finance using existing models, or updating/revising such models Help to prepare and compare pricing benchmark comparisons

b. Fund Management and Administration

Prepare and review internal documentation for managing CANPA and other funds, report to donors and other reporting requirements, including but not limited to CANPA. Prepare and maintain the financial model and projections of CANPA and other donor funds, manage capital calls and repayments. Work with PSOD's portfolio management division to support daily operations in the administration, monitoring, and risk management of projects co-financed by donors Support in the management of ADB's private sector blended concessional finance database and reporting obligations.

c. Marketing & Knowledge Sharing

Help to build and maintain case studies of ADB's private sector blended concessional finance activities for internal and external dissemination. Perform research and prepare presentations on ongoing initiatives/discussions with donors about engaging the private sector in infrastructure and climate financing activities. Help to update PSOD's website for blended finance operations.

Qualifications

You will need:

Bachelor's degree in management or finance, or related fields; preferably with advanced training At least 8 years of relevant work experience preferably in commercial banking, consulting, climate finance, or international accounting Strong analysis skills including sectoral and company financial analysis Proficiency with relevant software including Word, web platforms (such as Sharepoint and Power BI etc.) Experience building or analyzing corporate and project finance financial models Ability to work collaboratively with teams as a constructive team member. Additional Information

This appointment is open to internal and external applicants.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
