Organizational Setting and Reporting Relationship
The position of IT Specialist (Data Governance and Enablement) is assigned to the Office of the Director General (ITOD) Division within the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines.
You will report to Deputy Director General, ITD and will oversee junior team members.
Your Role
ADB is in the era of data-driven transformation, leveraging modern data platforms and artificial intelligence (AI)-ready data to unlock foresight, accelerate decisions, and increase development impact.
As an IT Specialist (Data Governance and Enablement), you will lead a pivotal shift in how the ADB harnesses its data โ driving the transition from insights to foresight. This role will contribute to drive the data transformation from simply reporting on the past to enabling leaders to anticipate risks, seize opportunities, and make faster decisions powered by trusted, AI-ready data.
You will establish an internal community of practice (CoP) with key business stakeholders to address regional challenges and opportunities using cutting-edge data technologies.
This role will combine innovation and strong governance expertise to strengthen data governance at scale, strengthen data quality and interoperability, foster a vibrant data culture, and ensure that the ADB's data is ready to power the next generation of AI, predictive, and prescriptive analytics.
You will: - Act as champion for the evolution from descriptive analytics to AI-powered foresight, enabling leadership to see further, act faster, and decide with confidence.
Qualifications
You will need:
A university degree in Information Management, Data Science, AI, Business Administration, Economics, or a related field, preferably at post-graduate level or its equivalent. Professional certifications in Data Governance, Data Management, or AI are desirable. At least 6 years of progressive experience in Data Governance, Data Management, or Analytics, and international experience working in several countries. At least 3 years leadership role in data governance and quality programs that directly enable AI/machine learning (ML) initiatives, predictive analytics, or digital transformation. Passion for data and its fundamental ability to create value is a must. Curious and excited to dive into complex problems. Take on multiple projects as needed and prioritize multiple tasks, and meet required deadlines. Proven experience advancing enterprise data maturity and operationalizing governance in complex, regulated organizationsโpreferably international financial institutions or multilateral development banks. Demonstrated experience in enhancing data governance, enablement practices, and data sharing frameworks with both internal and external stakeholders. Proven success leading organization-wide data literacy programs and building communities of practice. Familiarity with modern data platforms, Microsoft Azure ecosystem or equivalent, including data cataloging, Master Data Management, and metadata management. Strong understanding of AI/ML data requirements. Expertise in Data Quality management, privacy, and compliance. Communicate complex data and AI concepts to senior executives and non-technical audiences, delivering with clarity and strategic insight, levereging excellent written and oral communication skills and producing high-quality technical documentation in English. This appointment is open to internal and external applicants.
This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.
This is a fixed term appointment with option to renew, initially for a period of up to 2 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
