Work LocationNairobi, KENYA Expected duration8 Months PART TIME Duties and ResponsibilitiesThe United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities and is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners in over 90 countries to build inclusive, safe, resilient and sustainable cities and communities through knowledge, policy advice, technical assistance and collaborative action and to promote urbanization for a positive transformative change. A three-tier governance structure made up of the UN-Habitat Assembly, the Executive Board and the Committee of Permanent Representatives oversee UN-Habitatโ€™s work and provides an effective oversight mechanism for UN-Habitat to enhance its normative and operational activities. UN-Habitatโ€™s Regional Office for Africa (ROAF) is working with close to 40 African governments to develop strategies for sustainable urban development. The portfolio of ongoing projects in Africa is diverse in terms of geographic coverage and development partners. The East and Horn of Africa Sub-Region covers nine (9) countries including Kenya, Tanzania, Uganda, Somalia, Ethiopia, South Sudan, Djibouti and Eritrea where ROAF is responsible for the programming. The Kenya Country Office (KCO) in the UN-Habitat is part of the Sub-Regional Office under ROAf and presents strategic importance within the broader framework of UN-Habitat. KCOโ€™s unique position of operating across both the regional and sub-regional offices and headquarters, all of which are in Nairobi, presents distinct opportunities for scaling up programming and impact. The KCO has implemented over 30 projects since 2010 in 22 Counties in Kenya. Several programmes are running including: Partnership Implementing the New Urban Agenda (PINUA), a joint program of UN-Habitat and the Government of Kenya with funding from the European Union (EU) to develop models and approaches for filling the gap in affordable housing in the context of Kenya; the Busia Metro cross-border project in Kenya and Uganda, whose main objective is to harness property rights and building resilience of local governments in the target sites including women and youth traders in the greater Busia metro; The GO BLUE Project focusing on sustainable land-sea planning guidelines and integrating land and sea planning along the Coastal Counties; collaboration with county governments, enhanced service delivery, and increased urban resilience such as through the Water as Leverage (WaL) activity that has also played a crucial role in integrating water and livelihoods for sustainability; Strengthening Planning for Resettlement and Integration of Refugee Communities at Kalobeyei amongst others. Background In Kenya, the Partnership for Implementing the New Urban Agenda (PINUA) Project has been developed, with funding from the European Union (EU), to demonstrate the achievement of inclusive, green and resilient urbanization in Nairobi and Kisumu counties. The specific objective of PINUA is to unlock and upscale adequate green housing and communitiesโ€™ eco-friendly co-production in the targeted counties. UN-Habitat has produced numerous knowledge products, including flagship publications, report series, fact sheets, guides, tools, etc. Among these are over 100 thematic reports at global, regional and country level; over 52 publications on housing rights; and 30 national housing profiles which can be leveraged upon by PINUA to enhance affordable housing. On its part, PINUA continues to generate a wide range of data and information including housing analytics, financial modeling, community mobilization strategies, social infrastructure, participatory housing and landscape design amongst others. This information will need to be effectively managed for effective utilization by the diverse categories stakeholders including government, civil society, private sector, academia, development partners and local communities. Objectives The objective of this TOR is to guide the process of selecting a suitable consultant to support knowledge management under PINUA. The specific objectives include: - 1. Duties and Responsibilities Under the overall supervision of the Head of East and Horn Sub-Region , the direct supervision of the Head of the Kenya Country Programme, and the technical guidance from National Officers, the consultant will be required to collaborate and work closely the consultant will be required to collaborate and work closely with consultants in the KCO while and synergizing the respective outputs. The following are the specific tasks and responsibilities associated with this consultancy: I. Consolidating and documenting data and information in the Kenya Country Office โ€ข Collect, organize and document data from housing and slum upgrading specialists, including baseline surveys, analytics, financial model, value-chain studies, community engagement strategies, environmental inputs, planning and design. โ€ข Align all documented data with the Government of Kenyaโ€™s Affordable Housing Programme to support policy harmonization. โ€ข Ensure all facts and figures are consistent with UN-Habitat project data and publications relevant to KCO II. Developing relevant knowledge products for the KCO โ€ข Develop relevant and suitable knowledge products including published reports, presentations, video scripts, popular versions, manuals, guides, and databases ensuring compliance with legal and regulatory requirements related to knowledge management within the UN and the Government of Kenya. โ€ข Adapt UN-Habitat Knowledge management and innovation tools to create effective knowledge-sharing platforms for pilot countries III. Knowledge Management Audit and Strategy (including a framework for collecting, storing, retrieving, sharing and dissemination of processes and best practices) โ€ข Develop a comprehensive Knowledge Management and Dissemination strategy outlining systems for collecting, storing, retrieving, sharing, training and dissemination best practices. The strategy should be aligned with UN-Habitatโ€™s goals and objectives. โ€ข Within the strategy, propose tools and platforms (e.g. intranets, knowledge bases, collaboration tools) to support secure, organized, and easily retrievable knowledge repositories usable across programmes, training initiatives and the Affordable Housing Hub. IV. Feedback on Collaboration and Networking โ€ข Support the establishment of a relationship framework to strengthen collaboration among national, subregional and regional stakeholders and prospective partner institutions โ€ข As and when requested, facilitate networking and participation of stakeholders in knowledge exchange engagements and forums. From these forums, the consultant should track best practices and trends which influence project outputs and for reporting to Head of Kenya Country Programme โ€ข Provide feedback and recommendations on new tools, technologies and trends as part of the knowledge management and dissemination strategy. โ€ข Providing strategic communication expertise where applicable โ€ข Supporting production of UN-Habitatโ€™s normative work on housing and urban development for the UN-Habitat mission. Qualifications/special skillsA first-level university degree in information and knowledge management or a related field is required. Advanced university degree (Master's degree or equivalent) in Information and Knowledge Management or a related field is desirable. A minimum of four years of progressively responsible experience in information and knowledge management, organizational learning, computer information systems or related fields is required, of which at least two yearsโ€™ working experience in developing knowledge management strategies, digital tools, data strategies and related training programs. Experience of working within national policies and alignment with the Government in housing or urban planning or slum upgrading within Africa is highly desirable Proven experience in delivering knowledge management assignments for the UN or other international agencies is also desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of local language is an added advantage.
