In 2023, over 100,000 refugees arrived in Armenia following the escalation of the decades-long regional conflict. The new arrivals, which include vulnerable groups such as older people, children, and people living with disabilities, now make up 3.3 percent of Armenia's population of three million. ย
To support durable solutions addressing the pressing needs of displacement-affected communities in Armenia, the two years Empowering Livelihoods and Economic Vitality in Fragile and Conflict Zones (ELEVATE) project was launched in October 2024. Funded by the Korea International Cooperation Agency (KOICA) and implemented by the International Organization for Migration (IOM) in Armenia and Lebanon, the ELEVATE project seeks to integrate refugees and marginalized groups into Armenia's economic fabric, fostering resilience and aiming to achieve the following objectives: ย
Objective 1: Economic Resilience of Displacement-affected Communities: Enhance local economies, facilitate access to short-term and sustainable livelihoods, and enhance local economic infrastructure in displacement-affected communities and areas experiencing strong out-migration pressure. ย Objective 2: Empowerment of Marginalized Groups: Promote social and economic integration of marginalized groups with a focus on conflict sensitivity to mitigate negative coping strategies and address drivers of instability.ยThe ELEVATE project will (a) provide business grants to SMEs for self-reliance and employment generation, including tailored business counselling and in-kind and technical business support (b) train SMEs on sustainable business development, financial management, inclusive and transparent communications and community engagement pathways and (c) organize social good business fairs to share experience, and foster job creation and placement, (d) provide in-kind and technical support to the vocational institutions to offer training, including on best agricultural practices and innovation and (e) conduct dialogues and convene local steering committees to ensure that the communitiesโ voices are fully heard and integrated into programming, including also providing communally owned agricultural machinery and equipment to displacement-affected communities and, finally, (f) organize a series of final workshops on cross-regional learning and sustainability to facilitate the exchange of best practices at the conclusion of the project. The consultant will support with the implementation of all project's activities in the Lori region.ย

Under overall supervision of the Head of Office in IOM Armenia, the direct supervision of the Project Coordinator, and in close coordination with relevant local units, if necessary, the consultant will support the implementation of the following tasks:ย
Collection documents, consulting people, answering questions on eligibility criteria and related to the Grant application process.ย Logistics and organizational support of activities organized in the Lori region.ย Outreach related to and promotion of activities organized under the project.ย Support team with active communication with local educational institutes.ย ย Active communication with refugees and other vulnerable groups in the community.ย Participation in and facilitation of meetings, regular events, training courses and workshops organized in the communities and the region.ย Perform other duties assigned by the supervisor.ยThe consultant of the Lori region is required to work 10 hours per week to implement weekly tasks assigned by the IOM project team.ย ย

Proven experience in working with communities, national institutions and non-governmental organizationsย Knowledge of transition and recovery themes, such as livelihoods and socioeconomic integration, early recovery, rehabilitation and reconstruction of public infrastructure and social institutions, community cohesion, and similar.ย Solid project implementation and field work experience.ย Experience in working with migrants, refugees, internally displaced persons and other vulnerable groups.ย Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.ยLanguagesย ย
Fluency in Armenian and working knowledge of English are required.ย ย Working knowledge of Russian is an advantage.ย ยTravel requiredย
