The Manager Performance and Development reports to the Chief HR Management Services Division. ResponsibilitiesDesigns and manages the Agency`s Performance Management system in support of the Agency`s strategy and approach to HR management and development, ensuring the smooth, comprehensive and quality implementation of the performance process throughout HQ departments and field offices; evaluates the quality of the process and its contents and proposes improvements. Identifies and analyzes staff development needs Agency-wide stemming from comprehensive learning needs assessment data and the performance management processes; identifies, designs and facilitates the implementation of staff development interventions and capacity building commensurate with the available human and financial resources; coordinates with Field Performance Management and Staff Development Officers the smooth implementation of performance management and HR development processes; monitors the efficiency and impact of HR development interventions. Provides expert advice to support the conceptualization, design and implementation of a talent management model for UNRWA; develops guidelines and interventions to ensure the proper preparation of the Agency`s Senior and Middle Management to implement the performance management process with high standards, and that development needs identified throughout the process are meaningful and conducive to higher staff and organizational performance. Provides input to the preparation of the programme budget for performance management and HR development; prepares proposals to seek financial and technical support from third parties; monitors the use and allocation of funds, ensuring efficient utilization of the available resources to best meet the staff development needs. Manages, evaluates and monitors compliance of the Agencyโ€™s mandatory learning requirements on Ethics, Social Media & Neutrality, Prevention of Sexual Exploitation and Abuse, Prevention of Sexual Harassment and Abuse of Authority, UNRWA Basic Information Security Awareness (IMTD) and Basic Gender Awareness; develops and implements strategies to strengthen compliance for all mandatory courses. Contributes substantively to the relevant and related policy frameworks; works with Finance and other HRD colleagues to align the budgetary instructions with staff development needs; discusses additional measurements and instructions, as necessary, in order to maintain overall consistency of training needs. Prepares substantial reports on performance management and staff development activities. Supervises and works towards the creation of a working environment that is conducive to motivation in the Division and her/his team, managing performance, providing coaching, training and guidance to ensure staff development, enabling high performance. Job - Specific QualificationCoaching/Training certification is desirable. Work ExperienceAt least seven years of relevant experience in designing, managing and implementing performance management systems and in designing and implementing staff development programmes is required. Solid knowledge and experience covering the full learning cycle, including instructional/learning design, development (online, face-to-face, and blended etc.), delivery, evaluation and re-development is required. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Coaching/Training certification is desirable. Candidates are required to make a declaration as to whether they have any current or past affiliations with non-governmental organisations, academic institutions, political organisations, military, or have/are engaged in activities or have made any public statements, that could be seen to impact their neutrality, objectivity or independence in the performance of their duties for the UN / UNRWA.
