Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent reports to the Chief Medical Officer UNSOH. The temporary duty assignment is based in Port-au-Prince, Haiti and is located with the Medical Service Section, UNSOH. ResponsibilitiesWithin delegated authority, the Medical Officer will be responsible for the following duties: Clinical Services Management - Performs day-to-day clinical duties, including first aid and emergency care, access to UN programs such as PEP kits, and coordinates effective referral to local and contracted healthcare services. - Undertakes day-to-day occupational health duties: pre-placement and periodic medical examinations, preparing staff for travelling by providing immunizations, malaria prophylaxis, travel kits, etc. - Refers and follows up staff to outside specialists as necessary. - Manages the delivery of effective workplace or general health promotion programs - Exercises local emergency response / mass casualty capability integrated with local security plans. - Advises on other aspects of health including public health relevant to the mission area, through liaison with host state/host nation health authorities. - Adheres to quality in services including the implementation of quality control mechanisms and procedures, the use of published UN clinical guidelines, and adherence to patient safety and adverse event reporting requirements. Medical Administration - Provides advice and recommendations related to medical entitlements, disability and sick leave cases. - Supports development and implementation of health support plans, local emergency response plans, and mass casualty capability business continuity plans, which are integrated with local security plans. - Develops and implements return-to-work plans, monitors sick leave usage, and liaises with healthcare providers as required. - Conducts medical evacuations and repatriation services where required and oversees advisory services to internal bodies as necessary. - Deputizes for the Chief Medical Officer or Medical Officer in Clinic during his/her absence. Supervisory - Manages related clinical and administrative staff and oversees effective performance management and continuous professional development. - Implements and ensures compliance with UN healthcare facility standards and Healthcare Quality and Patient Safety (HQPS) requirements. - Supports annual planning and budget preparation, and budget performance and reporting. - Manages EarthMed medical record system, ensuring data integrity. Ensures medical confidentiality and proper release of medical records in accordance with UN policies. General - Performs other related duties as required. EducationA first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB or equivalent). Job - Specific QualificationCurrent unrestricted registration with the medical licensing authority of one of the Members States of the United Nations is required. Work ExperienceA minimum of five (5) years of progressively responsible clinical experience in one of the areas of medicine is required. Qualification and experiences in emergency care is required. One year of managerial experience in the medical field including budgeting, supervisory responsibilities and resource management is desirable. Experience in an International Organizations with field deployments is desirable. Experiences in emergency medicine and occupational health are desirable. Experience with team and/or project management is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
