Closing Date: 30 September 2025, 11:59 pm Bishkek time ย Nature of the consultancy: Under the overall supervision of the Head of Office and the direct supervision of the Programme coordinator, the Consultant will conduct an in-depth assessment of the protection environment for international migrants in Kyrgyzstan. The consultants will identify gaps in protection, risks of exploitation and abuse, problems in access to justice and services, and provide evidence-based recommendations to strengthen the protection of migrants' rights in line with international human rights standards, intergovernmental agreements, ratified by the Kyrgyz Republic, as well as national documents (legal acts, laws, departmental instructions etc.) and conduct a series of capacity-building training sessions for border guards and relevant law enforcement agencies.
Project Context and Scope: The project aims to strengthen social cohesion and trust in Kyrgyzstanโs border areas with Uzbekistan by enhancing institutional and community capacities for cooperation. It focuses on improving gender-sensitive, safe, and orderly border management, fostering inclusive dialogue, and promoting socio-economic and cultural collaboration. Through capacity building, awareness campaigns, and support for youth and women-led initiatives, the project seeks to mitigate risks linked to increased mobility. Performance indicators for the evaluation of results:
Timely submission of inception report and methodology (October 2025); Completion of a protection mapping exercise and stakeholder consultations (November 2025); Submission of final analysis covering legal, institutional, and service-level protection gaps and recommendations (November 2025); Development of training materials for the Border service, Ministry of Internal Affairs and relevant government agencies (December 2025).ย
Education, Experience and/or skills required:
Advanced university degree in Human Rights, Law, Migration Studies, International Relations, or a related field. Minimum 5 years of experience in migration governance, human rights, border services and law enforcement agencies Deep knowledge of international migration law, protection frameworks, and human rights conventions related to migrants.ย Familiar with integrated border management practices, human-centric approaches, and safe/regular mobility facilitation.ย Proven track record in designing and delivering training sessions to border guards, police, customs officers, or related agencies.ย Experience in learning methodologies, participatory training, and scenario-based approaches (case studies, role plays, simulations). Understanding of the local migration context, cultural sensitivities, and national legal frameworks where the training will take place. Strong research, analytical, and policy drafting skills. Demonstrated experience in stakeholder engagement and facilitation. Fluency in Kyrgyz and Russian languages (oral and written).ย IOMโs official languages are English, French and Spanish.
