Organizational Context and Scope

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Deputy Chief of Mission of the International Organization for Migration (IOM) Bangladesh, theย Head, Migration Policy and Sustainable Development Unitย will lead the effective management and implementation of initiativesย in workstreams pertaining to migration policies and processes, migration and reintegration services, labour mobility/regular pathways and human mobility and climate change.ย 

Lead on providing technical assistance to internal and external stakeholders focusing on migration policy, reintegration support, improving migration services and promoting migration governance in collaboration with relevant government counterparts and implementing partner/s.ย  Provide technical assistance on global, regional and national processes including implementation of GCM in Bangladesh. Ensure the established and/ or strengthened of linkages with government, private sector, United Nations (UN) agencies, International & Local Non-Governmental Organization (INGOs) and CSOs. Lead the strengthening of migration and reintegration service delivery mechanism working closely with MoEWOE and its related agencies. Monitor and guide the team on developing technical and operational guidelines and tools promoting capacity building of stakeholders focusing on services in different phases of migration, and mainstreaming migration orientation/training in different government training institutes. Lead the human mobility and climate change portfolio for IOM Bangladesh by overseeing project implementation activities, bringing in innovative ways of designing new project and leading the strategic community. Maintain close relationship with line ministries (Ministry of Expatriates' Welfare and Overseas Employment (MoEWOE), Ministry of Disaster Management and Relief (MoDMR), Ministry of Environment, Forest and Climate Change (MoEFCC), and Bangladesh Bureau of Statistics (BBS)) to advance IOM agenda on safe migration and human mobility, internal displacement and migration data. Provide support in closely monitoring and ensuring effective implementation of project activities with coordination amongst the various interventions supporting reintegration and improved migration governance. Ensure proper documentation and reporting of the project activities.ย  Closely monitor the financial management for the project and supervise the preparation of financial reports. Undertake travel duties as required providing technical guidance to project staff, implementing partner/s and relevant government counterparts and compile field monitoring reports highlighting implementation challenges and solutions. Ensure that all aspect of project design and implementation are gender inclusive, and vulnerable groups are considered. Utilize lessons learnt from past activities, experiences from other Communes, and beneficiary feedback to revise strategies and action plans accordingly. Oversee the development of project proposals, project updates, fact sheets and any other written documentation in a timely manner and in line with IOM and donor formats. Provide input and guidance on developing relevant visibility material.ย  In coordination with the supervisor, represent IOM at relevant meetings, events, discussions, fora etc. Perform such other duties as may be assigned.ย 

Required Qualifications and Experience

Education

Masterโ€™s Degree in Political or Social Science, Business Administration, Public Administration, International Relations, Economics or a related field from an accredited academic institution with seven years of relevant professional experience; or, University Degree in the above fields with nine years of relevant professional experience.

Experience

Experience in programme management, technical assistance capacity building and awareness raising initiatives is required;ย  Experience in managing projects on labour migration, migration and development, livelihoods development, job creation, or skills recognition in a developing country is required;ย  Specific professional experience on reintegration and migration and development;ย  Experience in project formulation and implementation of national and regional projects; and,ย  Experience in liaising with governmental authorities, and with other national and international institutions.ย 

Skills

Knowledge of European Commission procedures is an asset; Familiarity with the region is an asset; In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,ย  Knowledge of UN and bilateral donor programming.

Languages

IOMโ€™s official languages are English, French, and Spanish.ย 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
