Since 24 September 2017, Plan International has been responding to the Rohingya refugee influx in Coxโs Bazar with special focus on protecting girls and boys from violence, abuse, neglect, and exploitation; improving hygiene and sanitation; and restoring access to safe, quality, and inclusive education for refugee children and adolescents. For the past three decades, our work in Bangladesh has made a significant impact, and we are now looking for a Monitoring and Evaluation Expert.
The Role:
The Monitoring and Evaluation (M&E) Expert will be responsible for leading the design, development, and implementation of a comprehensive M&E framework to ensure the projectโs objectives are effectively followed, assessed, and reported. This framework will be tailored to measure progress in key areas such as social norm transformation, gender equality and social inclusion (GESI) outcomes, and the management of Preventing Sexual Harassment, Exploitation and Abuse (PSHEA) risks.
This role is central to the evidence-based management of the project and will involve close collaboration with program teams, technical experts, community stakeholders, and implementing partners to ensure that data collection, analysis, and reporting are accurate, timely, and aligned with both donor requirements and the projectโs strategic goals.
The M&E Expert will lead the design and implementation of an M&E framework to assess the effectiveness of social norm strategies, GESI interventions, Childcare intervention, and overall project impact, ensuring data-driven decision-making and reporting. One of the key responsibilities of the M&E Expert will be to conduct studies and impact assessments, tracking progress, ensuring learning and adaptation, and providing evidence for strategic decisions, policy advocacy, and data quality assurance. The incumbent will also build the capacity of project staff and partner organizations to enhance skills in programme and project monitoring.
What weโre looking for:
M&E Framework Designer: Proven expertise in designing robust M&E systems, including indicators, tools, and data collection methods for gender, youth, and social inclusion programs.
Data-Driven Analyst: Skilled in both qualitative and quantitative research methods with advanced analytical capabilities for meaningful interpretation and reporting.
Ethical Evaluation Specialist: Deep knowledge of safeguarding, data ethics, and privacy in monitoring and evaluation, ensuring responsible data practices.
Evaluation & Learning Expert: Extensive experience in baseline, midline, and endline evaluations, integrating learning into project cycles for continuous improvement.
GESI & Social Norms Monitoring Leader: Demonstrated ability in leading monitoring strategies and tools for GESI, Social Norms, and PSHEA sensitive interventions.
Tech-Savvy M&E Practitioner: Proficient in SPSS, Excel, and project management tools, streamlining data management, analysis, and reporting processes.
Capacity Builder & Communicator: Experienced in delivering MEAL training and technical assistance, with strong communication skills in English to engage diverse stakeholders.

Location: Bangladesh Country Office, with 50% travel required
Duration: 1 year (with a high possibility of extension based on performance and availability of funds)
