Background
Since the full-scale military aggression by Russian forces in February 2022 (hereafter, the โWarโ), Ukraine has been facing unprecedented destruction and displacement, and continued threats to human security
thousands of women, men, and children have lost their lives, critical life-line infrastructures have been destroyed, and millions of people have been forced to leave their homes. The degree of destruction and damages has been unprecedented, profoundly affecting every aspect of Ukrainian society and economy, while casting a long shadow over global peace and security, including stability in East Asia. Without immediate and synergized efforts for three pillars of Human Securityprotection, empowerment, and solidarityto capacitate the nation and people of Ukraine to be resilient against the cumulating negative impacts of the War, Ukraine will soon face risks of succumbing to the cumulative and escalating impacts of the ongoing war, potentially leading to irrecoverable loss.The complex and compounded crises in Ukraine call for a holistic, multi-sectoral approach that transcends sectoral boundaries and prioritizes the needs of the most affected populations, requiring tailored and integrated forms of support. UNDP has been partnering with donor partners, particularly, the Government of Japan, to promote Human Security by implementing immediate and coordinated responses to the interconnected and multidimensional threats that the country is currently facing.ย
These programmes and projects encompass large and complex project implementation arrangements and it requires a well-established reporting and Monitoring & Evaluation (M&E) mechanism to regularly communicate and oversee the programme activities implemented by various partners while providing support for project implementation and operation to project staff as well as its counterparts. Information and data related to the projects/programmes need to be regularly collected utilizing digital and mapping technologies and disseminated to the targeted audiences to ensure transparency, accountability and publicity of CO programme management. To this end, UNDP seeks for qualified personnel to ensure effective reporting and M&E, public relations, and project implementation supportย with scope of responsibilities listed below.
Duties and Responsibilities
Under the direct supervision of M&E and Project Implementation Support Specialist with overall supervision of Project Manager for Human Security and Multi-Dimensional Crises, the Monitoring, Evaluation and Reporting Analyst will work in close collaboration with the project team and Country Office programme and operations clusters, Government officials, private sector, non-government and civil society organizations and will have the following duties and responsibilities:
Monitoring of the projectย results:
Develop a Monitoring & Evaluation plan to ensure effective and efficient implementation of the project and to ensure that activities and outputs result are effectively linked with positiveย outcomes.
Develop/update project monitoring tools including forms, questionnaires, checklists, etc. Undertake field trips to the project sites and produce monitoring reports onย progress, challenges and recommendations. Regularly coordinate with M&E focal persons at output levels to capture project progress. Provide technical support during development of new projects and programmes by participating in the theory of change development, log-frame design and budgeting for M&E purposes.ย Support programme and project managers in designing results-based management, monitoring and evaluation frameworks and plans in line with UNDP Programme and Operations Policies and Procedures (POPP), with appropriate tracking tools. Guide the application of UNDP social and environmental standards by ensuring the implementation of the relevant strategies and plans; support projectsโ screening in terms of their alignment with social and environmental standards.ย ย Advocate the adherence to UN/UNDP policy positions on monitoring and evaluation, results-based management, and quality assurance, as applicable, and ensure their mainstreaming into all aspects of the COs programme interventions.ย Provide guidance on the systematized, effective application of RBM, M&E and quality assurance tools throughout the full programme/project cycle from the design to implementation, reporting and during the timely closure of projects.ย Perform data monitoring and analysis as per Projectโs Results Framework having ensured triangulation of qualitative, quantitative and impact level data and prepare relevant reports. Monitor overall progress of the project and ensure tracking performance through the collection of appropriate and credible data and other evidence on achievement of results. Analyze evidence to inform management decision-making, improve effectiveness and efficiency, and adjust programming as necessary. Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports. Prepare issues and risk logs for the project. Prepare and maintain a database to track progress on the projectโs indicators and targets. Provide inputs in the drafting of TORs for project evaluations. Assist international and local evaluators to conduct evaluations of the project. Ensure mainstreaming of gender equality in all aspects of M&E and reporting, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles.Reportย writing and data visualization:
In collaboration with M&E focal persons at output level, coordinate providing inputs, information and statistics for quarterly, annual and otherย reports. Assist the M&E and Project Implementation Support Specialist/Project Manager in the preparation of donorย reports and other relevant reports as needed. Liaise with the UNDP Country Office relevant teams and provide requested inputs for the corporate strategic reports. Proactively visualize project results by operating data visualization tools.Capacity building and knowledgeย sharing:

Institutionalย Arrangement
Under the direct supervision of Project Manager and the overall guidance of Energy and Environment Portfolio Team Lead, Monitoring and Evaluation and Reporting Analyst provides the overall support to implementation of the Project monitoring and evaluation (M&E) framework, RBM planning and reporting, assistance the knowledge building and knowledge sharing of M&E activities as well as collecting, analysing, and visualizing project and outside data, and conducting surveys.ย
