Project Context and Scope
The impacts of the full-scale invasion of Ukraine are immediate in terms of humanitarian needs and protection concerns, and massive in terms of recovery, reconstruction and prospects for stability. IOM Ukraineโs programmes contribute to durable solutions through the reconstruction of housing and community infrastructure, the creation of safe space for local governance and dialogue between communities and authorities. Moreover, sustainable return and durable solutions for displaced populations can only be achieved if, among other criteria, remedies are provided to survivors of human rights violations.
As such, IOM, under one of its projects, implements activities dedicated to the support of the Government of Ukraine in building the capacity and developing expertise in the field of addressing human rights violations through, inter alia, the provision of comprehensive reparative measures. The e-Recovery Programme plays a critical role in the reparations process, particularly in documenting losses and harm suffered, verifying claims, and serving as a foundational mechanism for compensation schemes. In this context, enhancing the capacity of civil society actors and service providers to assist survivors in navigating the claims process is essential to ensure inclusive access, with special attention to vulnerable groups such as survivors of CRSV. Through targeted training IOM seeks to reinforce local actorsโ ability to facilitate effective engagement with the e-Recovery Programme, thereby contributing to the broader reparations framework and the realization of survivorsโ rights.
ย Organizational Department / Unit to which the Consultant is contributing ย The Consultant will contribute to โStrengthening national and community-based CRSV prevention and response mechanisms in Ukraine through a survivor-centred multi-sectoral approachโ project (RP.0127), funded by the UN Action Against Sexual Violence, under the Peace, Security, and Human Rights Programme within the Transition and Recovery Unit of IOM Ukraine. Tasks to be performed under this contract ย
Category B Consultant hired to deliver the following on a one-instalment payment basis:
1. Develop a training program on CRSV support and claim submission to e-Recovery Programme for a targeted CSOs staff to capacitate them to directly assist war survivors. Training programme should include clear learning objectives, agenda, methodology, and supporting materials, and address both general claims submission and specific needs of vulnerable groups, particularly CRSV survivors. The programme should contain practical exercises, case studies, and role-play scenarios, pre- and post-training evaluations. - Deliverable by email by 31 October 2025
2. Conduct 5 offline two-days training sessions for a targeted CSOs staff. โ Deliverable by 15 December 2025
3. Develop a guidance note summarizing key results, lessons learned, and recommendations identified during the training sessions โ Deliverable by 31 December 2025
The one-instalment payment of the Consultantโs fees shall be initiated within 10 days after IOMโs receipt and approval of the outputs outlined above.

- Training programme includes clear learning objectives, agenda, methodology, and supporting materials.
- Programme addresses both general claims submission and specific needs of vulnerable groups, particularly CRSV survivors.
- Materials are practical, user-friendly, and adaptable to CSO contexts.
- Programme contains practical exercises, case studies, and role-play scenarios that help participants understand and apply the content.
- Programme is submitted on time (by 31 October 2025) and approved by IOM.
- A minimum of 5 training sessions are conducted, with attendance and completion records maintained.
- At least 80% of participants demonstrate improved knowledge and skills in assisting survivors to submit claims, as measured through pre- and post-training evaluations.
- Final training completion report and a guidance note summarizing key results, lessons learned, and recommendations identified during the training sessions submitted on time (by 31 December 2025).

- Bachelorโs degree in Law, Human Rights or relates fieldwith at least 10 years of professional work experience;
- Proven experience supporting survivors with claim submission processes (including eRecovery);
- Proven experience in supporting CRSV survivors;
- Proven experience in developing and delivering trainings on human rights protection;
- Strong written and communication skills. Languages
