Recognizing the varying capacities of LDCs, UN-OHRLLS, through the UN Resident Coordinatorโ€™s Offices, will, upon the request of the LDC government, engage national consultants to provide tailored support and prepare national reports, ensuring coherence with the Guidelines for Preparation of National Reports for the MTR and the Monitoring and Evaluation Framework for the Implementation of the DPoA. Work LocationNouakchott Expected duration1 month Duties and ResponsibilitiesThe UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDG's. In line with the DPoA and the Roadmap for the Implementation of the Doha Programme of Action for the Least Developed Countries for the decade 2022-2031 (DPoA), a comprehensive global high-level Midterm Review (MTR) of the implementation of the Programme of Action is scheduled to take place in Doha, in March 2027. The review will assess progress made, identify gaps and emerging challenges, and come up with renewed commitments for the remainder of the decade. The global review will build on the national and regional reviews of the implementation of the DPoA. The national reviews are vital for ensuring national ownership, contextual relevance, and stakeholder engagement in the implementation of the DPoA, while serving as the foundation for regional and global reviews. The national review reports to be prepared by LDCs, which are based on national reviews, will provide a country-led assessment of progress made towards the 35 priority targets across the six priority areas of the Doha Programme of Action. The national reports should highlight achievements, best practices, innovations, and lessons learned, as well as identify constraints, capacity gaps, and make concrete recommendations to accelerate implementation. Importantly, these inputs will contribute to a global synthesis report, which will guide strategic discussions and decision-making by LDCs and their development partners. Under the overall guidance of the UN Resident Coordinatorโ€™s Offices in LDCs, and in close coordination with the national focal point agency and the designated National Focal Points (attached) for the implementation of the DPoA, the consultant will undertake the following tasks: A. Support preparation of the National Review Report, through: 1. Conduct a review of national development strategies, sectoral plans, SDG reports, and relevant policy documents to map DPoA-aligned actions. 2. Assess progress under each DPoA priority area using data and indicators from the DPoA M&E Framework and national systems. 3. Analyze progress towards LDC graduation, including trends in GNI per capita, HAI, and EVI, and outline smooth transition strategies. 4. Identify challenges and capacity constraints that hinder effective implementation. 5. Document best practices and case studies illustrating innovative policies or partnerships. 6. Formulate evidence-based policy recommendations for accelerating implementation. 7. Ensure data disaggregation (by sex, age, location, income, etc.) for inclusive analysis. 8. Ensure coherence with national development frameworks and the 2030 Agenda. B. Assist and contribute to national stakeholder consultations โ€ข Conduct consultations (in-person or virtual) with line ministries, national statistical offices, private sector, civil society, academia, and development partners. โ€ข Collaborate closely with the RCO and relevant UN agencies in the LDC to validate data and key findings. โ€ข Present preliminary findings in a national validation workshop and incorporate stakeholder feedback into the final report. Qualifications/special skillsA Masterโ€™s degree in Economics, Development Studies, Public Policy, International Relations, Law, or a related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 7 years of professional experience in development policy analysis, national planning, SDGs, or related fields is required. Experience in preparing national review reports, policy documents, or SDG-related assessments is required. Proven ability to analyze economic and social indicators (e.g., GNI per capita, HAI, EVI) and assess progress towards LDC graduation is required. Experience in conducting multi-stakeholder consultations with government, civil society, academia, and development partners is required. Demonstrated skills in documenting best practices, challenges, and capacity gaps, and formulating evidence-based policy recommendations is required. Familiarity with UN development frameworks, including the Doha Programme of Action (DPoA), the 2030 Agenda, and national development strategies is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in French is required. Knowledge of English and Arabic is desirable.
