1.ย ย ย ย ย ย ย  Purpose of consultancy

The purpose of this consultancy is to develop an evidence-based, actionable, and multi-sectoral National Social and Behaviour Change Communication (SBCC) Strategy for Tobacco Control in Jordan. The strategy must align with the objectives of the National Tobacco Control Strategy and the requirements of Article 12 of the WHO Framework Convention on Tobacco Control (WHO FCTC) and should adopt a SBCC approach with strong stakeholder coordination.

The consultant will work in close collaboration with the WHO Collaborating Center in France (KH12). This collaboration aims to ensure that the national strategy benefits from global best practices while being tailored to Jordanโ€™s specific context, systems, and stakeholders.

ย 2.ย ย ย ย ย ย ย ย ย  Backgroundย ย 

Jordan faces one of the highest tobacco use prevalence rates globally, with over 70% of adult men and nearly 50% of the overall adult population using tobacco products. Alarmingly, 24% of adolescents aged 13โ€“15 are current tobacco users. Tobacco remains the leading cause of preventable death in the country, resulting in over 9,000 deaths annually.

In response, the Ministry of Health (MoH) launched the National Tobacco Control Strategy 2024โ€“2030, in alignment with the WHO Framework Convention on Tobacco Control (WHO FCTC). In particular, Article 12 of the Convention emphasizes the importance of public communication, education, and awareness in addressing the tobacco epidemic.

With technical support from the WHO Country Office in Jordan, the Ministry of Health (MOH) seeks to develop a Comprehensive National SBCC Strategy for tobacco control. The strategy & its action plan will serve as a national roadmap to influence public attitudes and behaviours, strengthen support for tobacco control measures, and contribute to the long-term reduction of tobacco use prevalence in Jordan.

3.ย ย ย ย ย ย ย  Work to be performed

Output 1: Inception Report summarizing situational analysis, stakeholder mapping, and coordination inputs
Deliverable 1.1: Conduct a comprehensive review of national and international tobacco control documents (e.g., strategies, legislation, Global Adult Tobacco Survey (GATS), Global Youth Tobacco Survey (GYTS), Jordan National Stepwise Survey (STEPs) for Noncommunicable Diseases Risk Factors, and prior communication campaigns).
Deliverable 1.2: Analyze knowledge, attitude, and practice Knowledge, Attitudes, and Practice (KAP) data to identify behavioural and informational gaps related to tobacco use.
Deliverable 1.3: Review the legal and policy frameworks for tobacco control communication to identify existing barriers and opportunities.
Deliverable 1.4: Develop a stakeholder map using an influence-interest matrix to classify actors from government, civil society, and private sectors.
Deliverable 1.5: Coordinate with WHO FCTC Knowledge Hub (KH12) to obtain technical inputs and ensure alignment with international best practices.

Deliverable 1.6: Develop an initial action plan and timeline with proposed implementation steps, roles, and responsibilities across sectors, supported by a Gantt chart.
Deliverable 1.6: Compile and submit a comprehensive inception report covering all the above findings and analyses.

Output 2: Stakeholder workshop conducted and documented
Deliverable 2.1: Prepare all necessary materials for the workshop, including working papers, discussion guides, agenda, and list of participants.
Deliverable 2.2: Coordinate and facilitate a two-day national stakeholder workshop in collaboration with Ministry of Health (MOH), Ministry of Government Communication (MOGC), WHO, and KH12.
Deliverable 2.3: Lead and support stakeholder engagement during the workshop, ensuring active participation and strategic alignment.
Deliverable 2.4: Document discussions, recommendations, and points of consensus or disagreement from the workshop sessions.
Deliverable 2.5: Submit a comprehensive workshop report capturing key outputs and engagement highlights.

Output 3: First draft of the National SBCC Strategy developed and internally reviewed
Deliverable 3.1: Develop the first draft of the National SBCC Strategy for Tobacco Control & its action plan , including: situation analysis, behavioural goals, target audiences, key messages, communication channels, implementation plan, and Monitoring and Evaluation (M&E) framework.
Deliverable 3.2: Conduct an intensiveย  internal review meetings with MOH and WHO to validate the draft and revise it accordingly.
Deliverable 3.3: Submit the internally reviewed and updated draft of the strategy.

Output 4: Final strategy validated and supporting advocacy materials produced-under the guidance of MOH
Deliverable 4.1: Share the revised draft with key stakeholders with coordination with MOH, for written feedback and organize all comments.
Deliverable 4.2: Organize and facilitate a final national validation workshop to present the near-final draft and build national consensus.
Deliverable 4.3: Finalize the strategy & its action planย  based on all feedback and submit the final approved version endorsed by national authorities.
Deliverable 4.4: Develop an action-oriented fact sheet summarizing key strategic actions.
Deliverable 4.5: Produce an outcome-focused fact sheet highlighting expected impacts and behavioural goals.
Deliverable 4.6: Prepare a detailed PowerPoint Presentation (long version) presenting the strategy, action plan, and monitoring framework.

Educational Qualifications:

Essential: Masterโ€™s degree in public health, mass communication, behavioural/social sciences, or a related field.

ย 

Experience:

Essential: 7 years of experience in designing and implementing strategic communication and social behaviour change (SBCC) interventions in public health.

Desirable:

Proven experience in tobacco control or communication for noncommunicable disease (NCD) risk factors.

The Consultant is not expected to travel outside of Jordan. Field visits within the country are required and. the assessment and reporting. Physical presence is also required for core participatory activities, including workshops and meetings.
