Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Since 2018, UN Women and the broader UN Country Team in Libya have actively promoted women's participation in the Libyan peace process at various levels. Establishing connections among women's groups, brokering ties with Libyan women, and diversifying partnerships, particularly among civil society actors, have contributed to promoting social cohesion in Libya regarding women's involvement in peacebuilding.
In March 2021, Libya transitioned into a new phase in its peace process. Sixteen women participated in the Libyan Political Dialogue Forum (LPDF) to build consensus on a unified governance framework and arrangements to restore Libya's sovereignty and the democratic legitimacy of its institutions. Libyan women played a core role in negotiations between parties and issued a statement allying for no less than 20% of youth and 30% of women in executive positions in the planned interim government as part of the LPDF roadmap. Moreover, five women ministers were appointed in the interim government, including Libya's first female Minister of Foreign Affairs. Currently, women hold 32 seats in the Libyan House of Representatives (HoR) out of 188, surpassing the 16 reserved seats for women. Libyan women continue to break barriers and achieve milestones in political leadership. In 2024, a historic step forward was taken when a female mayor was elected for the first time, and Libyan women married to foreigners were granted the right to participate in local elections, marking a significant achievement in women's political representation .Nevertheless, women in Libya participate in formal peace processes at a greatly disproportionate rate, and their voices and priorities have been and continue to be overlooked. Furthermore, women's significant contributions to and strong roles in sub-national and local mediation and conflict prevention initiatives remain largely unrecognized and weakly supported. To elevate women's voices in peace and governance, raise awareness of women's empowerment initiatives, highlight UN Women Libya's impact, and strengthen public engagement, the UN Women Tunisia and Libya Cluster Office is hiring a communication consultant to manage strategic storytelling, media relations, and digital advocacy.
The consultant will report to the WPS Analyst and will be supported by the WPP Programme Officer, who will be the point of contact for contract and payment issues. Additionally, the consultant will report to the project manager and will be supported by the HR Associate, who will also be the point of contact for contract and payment issues.
Description of Responsibilities/ Scope of Work
Capture programmatic impact and results of UN Womenโs work in the field through diverse and innovative communication products Draft social media posts, captions, visuals, news and feature articles, impact stories, press releases, media clippings, etc.ย Maintain regular communications with implementing partners towards the establishment and implementation of communication plans, reviewing, finalizing, and translating content ยท Identify the achievements that showcase and highlight the officeโs impact and progress.ย Create 4 compelling impact stories showcasing UN Women Libyaโs achievements, particularly in peacebuilding, governance, and womenโs empowerment Write, draft, and create communication materials in Arabic and English, including briefing papers, press releases, impact stories and drafts of articles, and manage its dissemination.ย Coordinate with the service providers to produce advocacy and communications materials (e.g. films, videos, audio-visuals, brochures, factsheets, and other knowledge products), including quality aspects of production (e.g. quality control of language, layout, and printing based on UN quality standards) for core activities and project outputs. Contribute to the planning, organization and execution of 6 key events including campaigns, national and international days campaigns (e.g.16 days of activism campaign, the International Day of Peace, the 25th anniversary of 1325, the National Women`s Day, the International Youth Day, and the Humanitarian Day), related to web, digital, and media initiatives, ensuring alignment with overall strategic objectives, and maintain a database of the events.ย Support the effective dissemination of two UN Women studies, ensuring broad visibility, accessibility, and engagement with key stakeholders, including policymakers, civil society organizations, international partners, and the public. Ensure public engagement for those events to promote program goals and impact. ยท Conduct field visits in Benghazi with the program team to document Program work and achievements during the events and the engagement with the partners.ย Translate communications and visibility documents from English to Arabic, and vice versa. This is a home-based consultancy, with expected 8 field visits to events in Tripoli. In addition, the consultant is required to regularly meet with the team at the UN Women office in Tripoli. As part of this assignment, there will be a maximum of 1 trip to Benghazi.
