Project Context and Scope
Established in 1951, the International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.ย ย
IOM Kazakhstan is implementing a project titled: โStrengthening of Border Security in Kazakhstanโ, funded by the U.S. Department of Stateโs Bureau of International Narcotics and Law Enforcement Affairs (INL). The project is a logical continuation of the INL/ US Embassyโs previous support of the Government of Kazakhstanโs efforts on countering border-related transnational crime. The project continues to focus on increasing the capacities of the national authorities to enhance the effectiveness of border control management in combatting trans-border crime and increasing border integrity at Kazakhstanโs land, air, and sea borders.ย
The IOM IBG project team is to contribute to strengthening border security by improving capacity to address cross-border crimes in Kazakhstan in the following areas:ย ย
In coordination with IOM, provide support in developing the training materials and providing support in conducting two 5-day trainings on โTravel document examination and secondary-line interviewing techniquesโ;ย
Perform other related duties as assigned.ย

In close cooperation with IOM, bring practical, hands-on expertise to the development of training materials on โTravel document examination and secondary-line interviewing techniquesโ trainings. Contribute relevant case studies, conduct secondary-line interview simulation activities, and share best practices in secondary-line interview techniques to enhance the training materials.ย ย

In close cooperation with other national consultants, assist in conducting trainings on โTravel document examination and secondary-line interviewing techniquesโ. Conduct interactive training sessions (interview simulations and case studies)ย

Provide report on the trainings conducted, including the methodology, case studies, practical exercises, pre- and post-training assessment results and prepare recommendations for sustainabilityย

Participation, where relevant, in coordination meetings/exchanges with IOM Astana and Kazakhstan partners.ย ย Performance indicators for the evaluation of results
ยThe end products expected to be delivered by the Consultant will be, as follows:ย ย
Training materials: โTravel document examination and secondary-line interviewing techniquesโ, including the training program, PowerPoint presentations, pre- and post-training assessment, exercises/cases for group work and handouts with practical exercises โ January 2026.ย
Report on trainings conducted on โTravel document examination and secondary-line interviewing techniquesโ for the relevant state institutions, including information on the trainings, methodology, training activities, results and analysis, pre- and post- assessments results analysis, recommendations and conclusions โ February 2026ย Education, Experience and/or Skills required:
Postgraduate degree, preferably in Law or Psychology (e.g., Migration Studies, criminal law, profiling, psychology, border security studies etc.), International Law or other related fields from an accredited academic institution with at least eight years of professional experience in Law enforcement or military educational institutions; or ย
University Degree, preferably in Law or Psychology (e.g., Migration Studies, criminal law, profiling, psychology, border security studies etc.), International Law or other related fields from an accredited academic institution with at least ten years of professional experience in Law enforcement or military educational institutions. ย
Highly specialized individual with extensive relevant experience and the highest level of expertise in the Border Security area.ย ย
At least eight years of experience in conducting of trainings for trainers in the field of Border Management and Profiling. ย
Demonstrated experience in development of training/workshop materials.ย ย
Demonstrated professional experience on migration-related topics.ย ย
Demonstrated professional experience related to the Immigration and Border Governance. Experience in working with relevant governmental and non-governmental institutions and senior representatives in the field of Immigration and Border Governance in Kazakhstan would be a distinct advantage as well as previous experience working in an international organization.ย
Have strong analytical, verbal, and report writing skills.ย
Be willing to undertake in-country travels related to the assignment.ย ย IOMโs official languages are English, French and Spanish.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.ย Travel required
