24 February 2022 marks the onset of the Russian military offensive in Ukraine, severely impacting the safety and socio-economic situation in Ukraine, and forcing over 5 million refugees to flee the conflict. There are over 7 million Internally Displaced Persons (IDPs) currently in Ukraine, and a total of 12.65 million people have been directly affected by the war. Immediately after the attacks began, a spike in migratory flows was observed from Ukraine into neighbouring countries, including Moldova. According to the data provided by the Moldovan authorities, as of April 24, 2022, a total of 433,952 people fled Ukraine to Moldova, including 396,747 Ukrainian refugees (37% of whom are children) and 37,205 Third Country Nationals (TCNs) (17% of whom are children). From these border crossings, 95,372 persons currently remain in Moldova, including 91,583 Ukrainian refugees (50% of whom are children) and 3,789 TCNs (21% of whom are children). For persons who remained in Moldova, 4,232 are currently living in Refugee Accommodation Centres (RACs), and 91,038 persons are living in host communities and private accommodation. With Ukrainian men aged 18-60 years being subject to conscription, the majority of evacuees are women and children, as well as older persons and persons with disabilities.
As reported by local authorities, communities in border districts are seeing the phenomenon of Moldovan families with very modest material means hosting Ukrainian refugees with a socio-economic profile of vulnerability. These communities were already facing structural issues such as poverty, lack/limited job opportunities, gender-based violence, high out-migration, children and elderly left behind by migrating family members, all factors contributing to increase the vulnerabilities to trafficking in persons.ย

This project aims at strengthening protection mechanisms to better prevent and respond to trafficking incidents, as well as for the adequate provision of assistance. IOM will target vulnerable Ukrainian refugees, TCNs and host community members identified as victims of trafficking or at risk of being exploited or trafficked through awareness raising and direct assistance. IOM will also support local and governmental organizations to increase their awareness and capacity to respond to protection issues faced by the target populations.

Rehabilitation of victims of crime, including victims of trafficking (VoT), is an essential aspect when carrying justice. In the context of the countryโs duty to align its normative framework to the EU aquis, and the Plan for conducting an ex-post impact evaluation of the Law no. 137/2016, as approved by the Parliament Commission for human rights and interethnic relations on 09 April 2025 (Decision CDO-06 no. 324), IOM is contracting the services of two national legal experts to carry out this exercise.

The team of experts are to abide by the terms and conditions described in the Decision CDO-06 no. 324 in order to determine the effectiveness of the Law no. 137/2016, the objectives achieved, as well as its impact on society.

The team is composed of the (1) lead expert โ that is ultimately responsible for drafting the ex-post evaluation, and (2) the contributing expert. The experts will work closely by sharing their mutual views, expertise to achieve a timely delivery of the final draft of the ex-post evaluation of the Law no. 137/2016 on rehabilitation of victims of crime.

The performance of work will be evaluated based on the following indicators:
Completion of tasks specified in ToR. Compliance with the established deadlines for submission of deliverables. Quality of work (consideration of international human rights standards, precision, comprehensiveness, accuracy).ย Education University degree in the field of Law; Experience At least 10 years of practical experience in the field of law; Proven experience in conducting ex-post evaluation of normative acts and/or revision of legal normative documents and protocols; Skills Proven knowledge of legal and social mechanisms that involve protection of victims of crime, including trafficking in persons; Experience of work with international organizations and, particularly with UN Agencies would be an asset. Excellent communication and coordination skills; High responsibility, self-motivation and self-management, efficiency and tendency to the achievement of result. High level of discretion, integrity, and sensitivity and respect for diversity Languages Fluency in Romanian, Russian. Knowledge of English is considered an advantage. IOMโs official languages are English, French and Spanish.
