Organizational Setting

The Food and Agriculture Organization of the United Nationsโ€™ (FAO) Sub-regional Office for the Pacific (SAP) is a subsidiary of FAO Regional Office for Asia and the Pacific (RAP) in Bangkok. FAO SAP is directly mandated and responsible for developing, promoting, overseeing and directly implementing strategies with the Pacific member countries, for addressing sub-regional agriculture, food, nutrition and rural development priorities. FAO SAP covers 14 member countries in the Pacific. These countries are Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.This role falls under the livestock component of the Better Production Module of FAO SAP and is meant to support implementation of multiple TCPs in the livestock and animal health portfolio. FAO SAP is implementing:

-ย ย ย ย The TCP/SAP/4007 to empower vulnerable communities in Niue, Kiribati, Federated States of Micronesia, and Tuvalu through poultry egg production for food and income security.
-ย ย ย ย The TCP/TON/4001 to provide technical support to smallholder dairy development in Tonga.
-ย ย ย ย TCP/FIJ/4003 to strengthen legal frameworks for sustainable agrifood transformation in Fiji.

The Livestock Consultant is expected to assist in effective implementation of these TCP projects.

Reporting Lines

Under the overall supervision of the of the Sub regional coordinator for Pacific Islands and direct supervision of the Livestock and Animal Health Officer, the national livestock specialist will undertake the following duties under the three listed projects and additional duties may be assigned in other projects under the portfolio as need arises:

Technical Focus

Provide technical and operational support for the effective implementation of livestock development project covering poultry, dairy, and broader livestock production systems across multiple Pacific Island countries. The work includes coordination of project activities, support to the recruitment and management of international and national consultants, development and operationalization of Letters of Agreement (LoAs), facilitation of procurement processes, organization of training and stakeholder engagement activities, and consolidation of reports to ensure timely and quality delivery of project outputs.

Tasks and responsibilities

TCP/SAP/4007

โ€ข ย ย ย ย Study the project document to understand the expected outcomes, activities and timelines to be able to align your tasks to be able to contribute towards excellent project delivery. ย ย 
โ€ข ย ย ย ย Assist the LTO in recruitment, onboarding and supporting the international consultants as envisaged in the project proposal.ย 
โ€ข ย ย ย ย Assist the project team by liaising with the four project countries to help them in the completion of project activities.
โ€ข ย ย ย ย Support the development of targeted action plans in each of the four countries in close consultation with the LTO and the respective country counterparts. ย 
โ€ข ย ย ย ย Assist in identifying suitable Service Providers in the four project countries and in developing and operationalizing of the LoAs in the four project countries.
โ€ข ย ย ย ย Support organisation of stakeholder consultation workshops and training events by coordinating development of ToRs, administrative clearances and follow ups and timely processing of approvals and payments.ย 
โ€ข ย ย ย ย Coordinate periodic reporting by closely liaising with the four country focal points. ย

โ€ข ย ย ย ย Assist the LTO in recruitment of an international dairy specialist in Tonga.
โ€ข ย ย ย ย Assist in identifying suitable Service Providers and in developing the LoAs to support dairy development in Tongaย 
โ€ข ย ย ย ย Work with the appointed International Consultant and LTO to develop an action plan to enhance the timely implementation of the project activities.
โ€ข ย ย ย ย Support the national ministry staff and project staff as needed in day-to-day implementation of the project activities by liaising with the SAP administration colleagues.ย 
โ€ข ย ย ย ย Support with the procurement of the required equipment and materials in consultation with the international consultant, national consultants and LTO.ย 
โ€ข ย ย ย ย Compile and collate monthly project update and all relevant training reports including materials but not limited to photographs of working and training activities, budgets, and activity planning.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements ย  ย 

โ€ข ย ย ย ย Diploma or certificate in agriculture, livestock production, animal husbandry, animal science, or a related field.
โ€ข ย ย ย ย At least 1 year of relevant experience in agriculture or livestock-related work.
โ€ข ย ย ย ย Working knowledge of English
