  1. Provide strategic direction for MSDL work, identify and pursue opportunities that strengthen IOM Ukraine MSDL portfolio, expanding Missionโ€™s work to harness the development potential of migration, and mainstream migration into the policy making process at national and local levels.
  2. Manage the overall implementation of the MSDL projects in a timely manner, being responsible for administrative and technical oversight of the MSDL activities, in line with IOM's policies and procedures as well as donor requirements
  3. Contribute to fostering collaboration of IOM with the UNCT, the FSL Cluster, and other relevant representatives of international community to ensure coordinated action and system approach facilitating MSDL and enterprise development as corresponds to the global migration-related processes and as reflects IOM principles and standards as well as corresponding to IOMโ€™s leading role in the UN Migration Network.
  4. Establish and maintain strong partnerships with Government entities on national, regional (oblast), and local level.
  5. Support in MSDL resource mobilization efforts, liaising and coordinating with donors and external stakeholders as needed, identifying potential new project opportunities and developing, in coordination with the Head of recovery & Development Programmes and PSU, project concepts and proposals.
  6. Ensure MSDL programming is evidence-based by taking a lead on development and regular updating of thematic information materials, that compile up-to-date, accurate and reliable data on migration and sustainable development, including diaspora engagement, enterprise development and other relevant topics.
  7. Keep mission staff and relevant external stakeholders abreast on the most recent policies, international standards and best practices related to MSDLโ€™s work, including topics of diaspora engagement, enterprise development, and labour migration.
  8. Supervise and build capacity of staff working under MSDL projects, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific MSDL activities.
  9. In coordination with other relevant units of IOM Ukraine, contribute to development and operationalization of the economic recovery strategy of IOM Ukraine, liaising with relevant national stakeholders and contributing to the corresponding efforts of the Government of Ukraine.
  10. Organize and participate in relevant conferences, seminars and meetings, as well as other events, representing IOM and undertaking duty travel as required.
  11. Perform such other duties as may be assigned. Education
    • Masterโ€™s degree in Business Administration, Management, Development Studies, Labour Studies, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
    • Bachelorโ€™s degree in Business Administration, Management, Development Studies, Labour Studies, Migration Studies or a related field from an accredited academic institution with seven years of relevant professional experience. ย  Experience
      • Strong knowledge of migration context in Ukraine;
      • Strong knowledge of labour market dynamics in Ukraine;
      • Experience in donor and government liaising, project management, project and budget monitoring, and reporting;
      • Experience of work with international organizations;ย 
      • Familiarity with laws and policies in Ukraine pertaining to the labour market, vocational training, and migration. Skills
        • Good knowledge of labour migration, diaspora, TVET, sustainable development, and related subject areas dealt with by the Organization;ย 
        • Excellent planning, organization and coordination skills;
        • Excellent analytical and communication skills;ย 
        • Proven drafting, writing, and reporting skills, confident user of the Microsoft Office Suite. Languages
