  1. Coordinate the overall implementation of all SNFI and WASH projects, including the oversight of the financial, administrative and technical aspects, in line with IOMโ€™s policies and procedures, as well as donor requirements.
  2. Provide operational guidance and technical supervision to the projectsโ€™ staff and Implementing Partner (IP) organisations, assisting on programmatic strategy and implementation. ย Monitor the projects progress specifically aimed at increasing effectiveness and recommending appropriate action.
  3. Support the monitor and progress against each projectโ€™s strategic objectives, benchmarks, and provide ย recommendations with respect to improvements and corrections; ย participate in the establishment of a common Monitoring and Evaluation (M&E) Framework that incorporate regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer in the Country Office.
  4. Identify priority areas for programme development and contribute to the development of new projects and SNFI/WASH activities by selecting and summarizing background information, assessing the local context and segments for new project proposals.
  5. Supervise the staff assigned to relevant projects, as well as Consultants/Implementing Partners (IPs) recruited to support and/or undertake specific activities. Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.
  6. Support monitoring and compliance with project partners, project staff and implementing entities. Liaise with Government entities, IPs, United Nations (UN) agencies and other stakeholders in the projects including and not limited to the UNOCHA relevant clusters.
  7. Coordinate with other units in the Country Office for a smooth implementation of all project activities.
  8. Coordinate the adequate information management on project related activities including visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with the donor and relevant Units at HQ.
  9. Draft quality progress Financial, Narrative, and other reports related to the project activities. Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders by ensuring timely submission and compliance with donor and IOM requirements.
  10. Participate in relevant conferences, workshops, steering committees, and technical working groups, as well as other forums; contribute in coordination and presentation of IOM activities.
  11. Participate in relevant UN working groups and activities to contribute to the mainstreaming of migration related issues into United Nations Development Assistance Frameworks (UNDAF).
  12. Undertake duty travel as required to support coordination and monitoring activities for project implementation.
  13. Perform such other duties as may be assigned. Education
    • Bachelorโ€™s degree in Civil engineering, Civil and Environmental Engineer, Water Engineering, Environmental Science or related fields from an accredited academic institution with four years of relevant professional experience; or,
    • Masterโ€™s degree in the above-mentioned fields is an added advantage with two years of relevant experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. ย  Experience
      • Experience in liaising with governmental authorities, national/international institutions, WASH, Shelter, NFI and CCCM clusters, United Nations agencies and non-governmental organizations;ย 
      • Practical experience on designing and Sexecuting Shelter projects, NFI pipelines, WASH and camp infrastructure like borehole drilling, water networks, Faecal sludge treatment plants, various latrines, road, gravelling, culvert and flood protection related works.ย 
      • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,ย 
      • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.ย 
      • Professional skill on MS office, AutoCAD, EPANET and any other professional design related software.ย 
      • Technical expertise on Shelter, Water and wastewater treatment technologiesย 
      • Budget and project monitoring toolsย 
      • Knowledge of UN and bilateral donor programming.ย 
      • Knowledge of financial rules and regulations.ย  Skills
        • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;
        • Good supervision, coordination, and information management skills;
        • Good knowledge of the UN System, NGOs and other international organizations/institutions;
        • Knowledge of migration data, labour migration patterns in Norwest Syria and ability to negotiate with government authorities;
        • Good conceptualization, analytical and writing skills;
        • Good communication, organizational and interpersonal relationship skills;
        • Ability to meet deadlines and work under pressure with minimum supervision; and,
        • Ability to maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders. Languages
          • Fluency in English and Arabic is required (oral and written). IOMโ€™s official languages are English, French and Spanish.
