The position of Operations Assistant is assigned in the Energy Sector Office (SD-ENE) within the Sectors Department 1 (SD1). SD1 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region and with ADB's clients. SD1, which is comprised of the Energy and Transport Sector Offices, delivers or supports sovereign, non-sovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensures ADB's technical leadership externally and internally.SD1-ENE leads ADB's energy sector operations. The office manages policy development, oversight of strategy implementation, knowledge management, budget management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the energy sector in the five regions: Central and West Asia, East Asia, South Asia, Southeast Asia and the Pacific. SD1-ENE is also responsible for implementing ADB corporate initiatives in the emerging areas, energy transition, and Energy Transition Mechanism programs, in select countries.
You will be based at our Headquarters in Manila, Philippines.
You will report to the designated international and senior local staff and/or senior national officer.
Your Role
As an Operations Assistant, you will provide a full range of administrative support to SD1-ENE activities. You will also be tasked to provide operational support in project processing activities related to loans and TA and portfolio or database management, which will be agreed and reflected in your workplan.
You will: -
Assist in the administration, including liaising inquiries from counterparts to respective supervisors, of loan and technical assistance (TA) projects, from the TA consultant selection process, processing of claims, contract variations and preparation of completion reports.
Contribute to the preparation of Project Administration Manual (PAM) by gathering and consolidating data and preparing draft of various sections.
Create, update, and maintain project processing and implementation information and data in eOperations and other relevant systems such as project description and scope, cost estimate, financing plan, results framework (impact, outcome, outputs, inputs, risks, assumptions, and relevant indicators), contract awards and disbursement projections, loan covenants, and others; follow up outstanding obligations of executing and implementing agencies such as the submission of audited financial statements, safeguard monitoring reports, and progress reports.
Assist consultant recruitment, procurement, and contract management.
Assist in maintaining, updating, and monitoring database of the assigned team or SD1-ENE on various portfolio/pipeline indicators.
Ensure that all correspondence and documents for supervisors are prepared with ADB's standards and styles based on Handbook of Style and Usage.
Independently compose and send out routine letters. Carefully check all documents submitted for approval of the supervisors.
Support in the facilitation of project missions to ensure smooth and efficient execution.
Perform other duties as may be assigned and reflected in the incumbent's workplan.
Qualifications
You will need:
Bachelor's degree in economics, commerce, engineering, or other fields.
At least 5 years relevant professional experience.
Advanced computer skills with sound knowledge of common word-processing and spreadsheets, and preferably with business intelligence, artificial intelligence applications, and familiarity with computer system used generally in multilateral organization, and proficiency with computer-based applications.
Good coordination and interpersonal skills with the ability to liaise and work effectively with individuals from different professional and cultural backgrounds.
Ability to liaise, work effectively and interact in a professional manner with staff within own work location and with other ADB stakeholders.
Good knowledge of project processing activities.
Good working knowledge of procedures, formats and standards relevant in the performance of work.
Ability to coordinate and multi-task and exercise judgment on matters of confidentiality and those requiring urgent attention especially in the supervisor's absence.
Excellent oral, written and digital communication skills in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
