Project Context and Scope
Established in 1951, the International Organization for Migration (IOM) is a Related Organization of the United Nations and serves as the leading UN agency in the field of migration. IOM works closely with governmental, intergovernmental, and non-governmental partners to promote humane and orderly migration for the benefit of all. It does so by providing services, policy advice, and technical support to both governments and migrants.
In South Sudan, IOM implements a comprehensive portfolio of programmes across three key pillars: Humanitarian Coordination and Support, Humanitarian Response and Resilience, and Peacebuilding, Transition and Development. Within these pillars, IOM supports sectors including Camp Coordination and Camp Management (CCCM), Shelter and Non-Food Items (NFI), Water, Sanitation and Hygiene (WASH), Displacement Tracking Matrix (DTM), Health, Protection, Gender Equality and Inclusion, Mental Health and Psychosocial Support (MHPSS), and livelihoods programming.
Under the Transition and Recovery Unit, IOM supports programming in areas such as housing, land and property (HLP) issues, peacebuilding and conflict prevention, community-based violence reduction, migration management, and community development. a critical component of this work focuses on youth empowerment and peace education.
IOMโs youth engagement is anchored in a localized and integrated approach to peace education, which builds on its existing Functional Adult Literacy (FAL) curriculum. This expanded curriculum integrates new modules based on lessons learned from past programming and the priorities expressed by youth and community representatives. Central to this approach is the โLearning Together โ Growing Togetherโ Peace and Life-skills Development Programme, which not only provides foundational literacy and numeracy skills but also strengthens civic engagement, peaceful coexistence, and community participation in local governance and peacebuilding mechanisms.
This initiative forms part of IOMโs broader youth engagement strategy, โEngage, Connect, Empowerโ, which aims to:
Engage youth in civic and political life through participatory structures, Connect communities across dividing lines by promoting positive interdependencies and economic collaboration, and Empower individuals and groups through arts, culture, and income-generating opportunities.To support the effective implementation and contextualization of this program, IOM is seeking a qualified and dynamic Peace Education Officer to lead and enhance peace education efforts, support curriculum delivery and adaptation, and ensure meaningful youth participation in peacebuilding across targeted communities.

ย Tasks to be performed under this contract Conduct community-based data collection in collaboration with the TRU Functional Adult Literacy (FA L)/Education team, using participatory methods such as listening surveys and focus group discussions in assigned project locationsโparticularly in Upper Nile State.ย Lead the adaptation and development of the Peace and Life Skills Development Curriculum, ensuring the integration of new, context-specific modules informed by community consultations and youth priorities across target areas. Coordinate with partners and IOM teams to synthesize relevant lessons learned, best practices, and recommendations that can inform the curriculum content and broader peace education approach. Engage with key government counterparts, notably the Ministry of Peacebuilding and the Ministry of General Education and Instruction, to review and align the curriculum with national education frameworks and peacebuilding priorities. Facilitate validation and endorsement sessions with consortium members and relevant stakeholders to finalize and promote shared ownership of the Peace and Life Skills Development Curriculum. Support the harmonization and enhancement of TRUโs training and educational materials, in close collaboration with the TRU Coordinator and the FAL/Education team, ensuring coherence with IOMโs โEngage, Connect, Empowerโ youth strategy and consolidation of existing TRU-developed toolsย Education
Masterโs degree inย humanitarian or development studies, economics, social development or a related from an accredited academic institution with five years of relevant professional experience; or,
University degree in the above fields with seven years of relevant professional experience Experience
Professional experience in durable solutions, research, integrated programming or displacement-related projects, ideally with some experience in fragile or conflict affected settings.ย Demonstrated experience in conducting research and analysis on durable solutions or durable solutions related fields.ย Experience in producing action-oriented analysis with clear recommendations on displacement related issues.ย Proven experience in working with international organizations, UN agencies, or NGOs in recovery contexts Skills Excellent analytical, writing, and communication skills. Strong interpersonal skills and the ability to work effectively in a multicultural environment. Ability to coordinate with senior representatives of government, communities, international and national organisations. Strong skills in community engagement. Familiarity with research methods including quantitative and qualitative approaches. Proficiency in using data analysis software and tools. Ability to develop training materials and facilitate workshops. Languages Fluency in English is required.
