UNDP contributes to public health and development partnerships through collaborations with the Global Fund to Fight AIDS, Tuberculosis and Malaria (the โGlobal Fundโ), Roll Back Malaria, Stop TB Partnerships, and special programmes on human reproduction and infectious diseases that disproportionately affect poor populations. ย As part of its wider engagement with the United Nations, the Global Fund has partnered with UNDP since 2003 to ensure that grants are implemented, and services are delivered in countries facing complex challenges. The partnership focuses on three closely linked areas of work: implementation support, capacity development, and policy engagement.
For implementation support UNDP serves as an interim Principal Recipient (PR) (currently in 25 countries) in a variety of settings including countries that face capacity constraints, complex emergencies, poor governance environments, political upheaval, or donor sanctions. It does so upon request by the Global Fund and/or the Country Coordinating Mechanism (CCM) and when no national entity is able to assume the role at the time. UNDPโs role as PR is an interim arrangement until national entities can assume full responsibility for implementation and the capacity of national partners (Government and CSOs) is also strengthened to ensure long-term sustainability of health outcomes.
The Pacific Islands Regional Multi-Country Coordinating Mechanism (PIRMCCM) has entrusted the United Nations Development Programme (UNDP) to serve as the Principal Recipient for GC7 grant cycle from the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). The three-year (2024- 2026) grant cycle aims to strengthen national responses to HIV and tuberculosis (TB) in the Western Pacific region.
The Multi-Country Western Pacific Integrated HIV/TB Programme supports national and regional efforts across 12 Pacific islands countries (PICs): Cook Islands, Fiji, Federal State of Micronesia, Kiribati, Republic of the Marshall Islands, Nauru, Niue, Palau, Samoa, Tonga, Tuvalu and Vanuatu to scale up and improve the delivery of human immunodeficiency virus (HIV) and tuberculosis (TB) prevention, treatment, care and support services, with special attention to key and vulnerable population groups, and to mitigate against the emerging emergency health risks.
The programme objective is to:
1.ย ย ย ย strengthen comprehensiveness and quality of HIV prevention, treatment and care service-delivery models with a view to programmatic sustainability.
2.ย ย ย ย provide early rapid and quality diagnosis of TB, DR-TB and comorbidities with specific focus on hard to reach, vulnerable groups across 12 Pacific Island countries.
3.ย ย ย ย sustain high quality treatment for all forms of TB including drug-resistant TB and HIV-related TB with patient support; and 4) build up the resilience of healthcare systems, including community systems, to deliver integrated people-centered models of HIV and TB care.

Duties and Responsibilities
The Procurement & Supply Chain Management Analyst will report to the Programme Managerย
Under the guidance and direct supervision of the Programme Manager, the Project Procurement & Supply Chain Management Analyst supervises and leads support staff of the PSM Unit and ensures strong coordination with programme and finance staff of the PMU for the effective management of the programme budgets.
The Project Procurement & Supply Chain Management Analyst works in close collaboration with the Sub-Recipients (SRs) of the Global Fund project, the Country Office Operations unit, and project teams in the Country Office in ensuring successful implementation and oversight of GF programme resources and Country Office performance in procurement. In addition, the Project Procurement & Supply Chain Management Analyst will play the lead role in the capacity development of the procurement management systems of the national counterparts for the transition of the programmes. This will be done in accordance with UNDP rules, policies and procedures, the grant agreements and corporate agreements with the GF, and working in partnership with national stakeholders, and close coordination with the GF (including Local Fund Agent - LFA), CCM, technical partners and UN entities, and the GF/HIST.
The detailed scope of work for the Project Procurement & Supply Chain Management Analyst is outlined below:
Ensure leadership, programme planning and effective management and oversight of Global Fund programmes in the context of procurement and supply chain management for health products, focusing on the achievement of the following results: ย ย
Lead on the strategic planning, oversight and management of the procurement and supply chain management in compliance with UNDPโs rules, policies and procedures, the grant agreements and corporate agreements with the Global Fund ensuring integration across functional areas; Implement a client-orientated procurement management system including tender processing and evaluation, e-procurement, contractor appraisal, evaluation and negotiation of offers, contract and contractor management, legal considerations and payment conditions and risk assessment; Lead substantive monitoring of procurement and supply chain management and proactively lead on reviews for underperformance, bottlenecks and ensures the accountability for the timely implementation of corrective action(s) to ensure consistent supply of health products and expiries with international standards;Ensure proactive procurement management and oversight and controls are met and proactively perform risk assessments focusing on the achievement of the following results:
Lead on the timely preparation and implementation of quality procurement and supply chain management documents and reports required by the donor; Ensure full compliance with procurement and management activities in line with UNDPโs rules, policies, procedures, and ensures SOPs are followed and validated by internal reviews; Ensure proper monitoring and control of procurement processes, expenditure tracking, including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation and review and certification of submissions to the Contracts, Assets and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP); Oversee logistical aspects of procurement, including selection of the most appropriate mode of transport, definition of appropriate incoterms, preparation of documentation to ensure a fast clearance process on arrival in country, insurance reporting obligations are met and communication with the freight forwarder agent; Manage Quantum tools, including creation of vendors, creation of POs, receipts of supplies and payments to suppliers; Lead on performing risk-based assessments, to manage UNDP procurement activities to continued access to needed products and services and prevent stock outs or expired products and develop and implement risk management matrix/plan with the procurement team and other PMU staff and implementing partners and ensure adequate oversight and support is provided, with timely incident reporting; Supervise and oversee adherence to contractual agreements, recommend amendments and contract extension, evaluate and record supplier performance and advise concerned parties with respect to contractual rights/obligations, including Service Providers and Sub-recipients (SR) and contribute to capacity assessment and submissions of value of money; and In coordination with the Programme Manager, lead on addressing audits and investigations in the context of procurement and supply chain management and ensures timely follow-up on management actions.Ensure creation of partnerships and resource mobilization efforts focusing on the achievement of the following results:
Lead on the coordination, building strategic partnerships and maintain strong working relationships with the 12 countries Ministry of Health, Civil Service Organizations, programme implementers, national stakeholders, technical partners, and UN entities to ensure transparent and effective procurement and supply chain management of health products; Technically support the national procurement planning processes (including quantification) for the programmes based on evidence gained during implementation of the programmes; Maintain close co-ordination between the programmes and other health and development initiatives in the country, to promote partnership building and avoid duplication of procurement and supply chain management activities and to exchange critical and technical information and resolve implementation issues; Lead on the engagement with the Global Fund PSM Analyst and develop a strong professional relationship based upon mutual trust and respect and support during missions; and Lead on developing funding requests to complement UNDPโs PR role with other health and development activities and the development of project documents and initiation of the programmes in the context of procurement and supply chain management, including logistical management information systems, waste management etc.Ensure provision of policy advice and technical guidance in the context of procurement and supply chain management focusing on the achievement of the following results:
Provide policy and technical advice to the national stakeholders, implementing partners and in procurement and chain management at all stages of the procurement cycle and to the last mile and adjust as necessary; Participate in meetings and technical committees of the Country Coordinating Mechanism (CCM), national disease programmes, coordinating mechanism, as required; andEnsure sustainable PSM related system strengthening activities, including logistic information system, sustainable storage and distribution systems and capacity building and facilitation of knowledge building and sharing focusing on achievement of the following results:
Engage with the Ministry of Health, SR, implementing partners, UN entities, financial and technical partners to strengthen national systems and health institutions, in the area of procurement and supply chain management, including logistic information system, sustainable procurement storage, distribution and waste management systems and services, developing, monitoring and amending improvement plans; Lead on the engagement with national partners and oversees the development of capacity development strategies to support national entities in the area of procurement and supply chain management, including logistic information system, sustainable storage and distribution systems and services and ensuring access to appropriate tools and resources ensuring coordination with other donor initiatives; Ensure Sub-recipients are well advised on procurement issues throughout the grant life cycle to ensure procurement plans are adequately scheduled, budgeted and comply with contracts and is in line with UNDP rules, policies and procedures; ย Identify and support development of communications (print, video) highlighting key programme achievements, best practices, and lessons learnt and contributes to information sharing with the Federal Ministry of Health, SR implementing partners, UN entities, financial and technical partners, GF and the CCM; and Actively participate in UNDP and other relevant external networks to promote the programmes and UNDPโs development work (e.g., conferences, community of practice, Yammer) and participates in relevant technical meetings, working groups at country, regional and global levels and gathers lessons learnt to apply to the programmes in the area of procurement and supply chain management.Ensure facilitation of knowledge building and knowledge sharing in the CO focusing on the achievement of the following results:
Provide training and guidance to the PMU team and develop work plans and priorities, monitor achievements and evaluate the performance of staff.ย Ensure knowledge sharing among the staff and initiating relevant training. Develop and implement capacity development exercises in the areas of procurement and supply chain management. Manage assets under GF Programmes in compliance with the UNDP Asset Management Rules and Regulations including but not limited to recording, coordinating and reconciling asset inventory including physical verification of asset on sites, asset transfer, disposal, write-off and synchronization of Asset Inventory and Quantum.ย Maintain electronic and hardcopy files and records to ensure proper accountability.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
Advanced university degree (master's degree or equivalent) in Pharmacy, Procurement, Supply Management, Business Administration, or related field is required, OR A first-level university degree (bachelorโs degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.Experience:
