Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Since the outbreak of armed conflict in Sudan on April 15, 2023, fighting has persistedโespecially in Khartoum and Darfurโdespite multiple ceasefire attempts. The conflict has led to severe shortages of food, water, medicine, electricity, and fuel, worsening an already dire humanitarian situation, particularly for women and girls, who face heightened risks due to malnutrition and disrupted aid.
Gender-based violence (GBV) has escalated, with over 2.7 million women and girls already at risk before the conflict. The breakdown of law and order has led to increased reports of sexual violence and rape.
Despite these challenges, Sudanese women have shown resilience and leadership, organizing peace initiatives across regions like Blue Nile, Darfur, Kordofan, and the Eastern and Northern regions. These women-led groups have issued joint peace demands and are actively advocating for an end to the war.
UN Women, in collaboration with partners such as the African Union Special Envoy on Women, Peace, and Security and the African Women Leaders Network (AWLN), has supported these efforts through coordination and advocacy platforms. A key initiative includes the Womenโs Peace and Humanitarian Fund (WPHF), which Sudan has benefited from since 2021. The fund supports:
Civil society advocacy and accountability on Women, Peace, and Security (WPS) commitments Womenโs leadership in humanitarian and peace processes Womenโs and girlsโ safety, security and mental healthย Socio-economic recovery and political participation of women and young women in humanitarian and peacebuilding contextsReporting to Womenโs Peace and Humanitarian Fund Program Manager, the Program Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations.ย The Programme Associate contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the operations, programme and projectsโ personnel in the CO and UN Women HQs as required for resolving complex finance-related issues and exchange of information.ย
Scope of Work:
Provide administrative and logistical support to the formulation and management of programmes: Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;ย Provide technical guidance to the CO/MCOs and executing agencies on routine delivery and reporting of programme supported activities and finances;ย ย Prepare information for the audit of programmes/ projects and support implementation of audit recommendations.ย ย ย Review programme data from programmes/ projects for the CO website Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.ยย 2. Provide administrative support to the financial management of the Programme Unit:
Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project.ย Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of partnersโ FACE forms.ย Review financial reports; prepare non-PO vouchers for development projects.ย Process recruitment and payment for consultants.ย ย Maintain internal expenditures control system.ย ย Create requisitions in Quantum system for development projects; register good receipts in Quantum system;ย and Assist in the preparation and follow up of cost-recovery bills in Quantum system.ย Update PGAMS with partnersโ financial and narrative reports on a regular basis Conduct partnersโ risk-based capacity assessments Support partnersโ partner agreement creation, amendment and closure processes Ensure quality assurance for partnersโ narrative reports Maintain the teamโs budget tracking matrix up to date3. Provide administrative support to the Programme Unit:
Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions.ย Make travel arrangements for the Programme Team, including travel requisitions and claims.ย ย ย Prepare public information materials and briefing packets.ย ย ย Assemble briefing materials and prepare powerpoint and other presentations;ย and Provide guidance and training to Programme Assistants as needed.ยย ย ย ย 4. Provide administrative support to Resource Mobilization:
Prepare cost-sharing and other agreements; follow up on contributions within the CO resource mobilization efforts;ย and Organize, compile and process information from donors, CO, and programme team, as inputs to various databases and documents.ยย ย ย ย 5. Facilitate knowledge building and knowledge sharing:
Provide administrative support synthesis of lessons learnt, and best practices related to programme management and finance;ย and Provide administrative support to the organization of training for the office personnel and partners on programme and operations related issues. Ensure appropriate teamโs and partnersโ information management, including uploading and organizing files ย ย ย in a shared folderยย ย ย ย 6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient ย ย ย ย ย ย ย ย ย functioning of the Office and the Organization.
