Job Summary:

You will manage and provide technical oversight of the development and implementation of the Country Office (CO)ย partnership strategy and ensure overall quality standards in partnership management and capacity strengthening across the projects,ย ensuring effectiveย systems and processes are in place that support high-quality programming advancing Catholic Relief Servicesโ€™ (CRS) work in serving the poor and vulnerable.ย Your management skills and knowledge will ensure that the CO delivers high-quality programming and continuously works towards improving the impact of itsย programming.

Roles and Key Responsibilities:

Provide strategic leadership in the development, implementation, and alignment of partnership and capacity strengthening initiatives for PCS/LL, fostering collaboration, knowledge sharing, and integration of best practices throughout the project lifecycle.Design, evaluate, and execute tailored capacity strengthening plans for both faith-based and secular organizations; deliver technical training and customized coaching to enhance organizational capabilities.Manage the deployment of standardized monitoring, evaluation, and learning (MEAL) systems within PCS/LL; ensure adherence to financial and programmatic standards, document best practices, and oversee safeguarding assessments and related actions.Represent PCS/LL in coordination with donors, peer organizations, government agencies, and partners at the country program level to advance collaborative efforts, resource mobilization, and sustainability planning across initiatives.Oversee management, guidance, and technical direction of all new and ongoing projects within the CO PCS/LL portfolio throughout the project cycle, ensuring alignment with CRS quality principles, donor requirements, and industry standards.Effectively manage talent and supervise PCS/LL teams, fostering productive team dynamics and prioritizing staff well-being. Provide coaching, develop individualized professional growth plans, and conduct comprehensive performance management for direct reports.Lead program learning by identifying opportunities for research, publications, and the implementation of MEAL policies in PCS/LL. Facilitate the dissemination of promising practices and lessons learned, supporting the agencyโ€™s knowledge management agenda and promoting integration of innovations.Proactively contribute to identifying and pursuing new funding opportunities to drive growth of the CO PCS/LL sector portfolio in accordance with agency, regional, and sector strategies. Serve as the technical lead and principal writer to ensure high-quality proposals and participate in budgeting and staffing activities for grants.Oversee technical assistance and capacity building initiatives in PCS/LL for both internal staff and partner organizations to elevate program quality and impact.Supervise the identification, assessment, and strengthening of PCS/LL partnerships, ensuring appropriate application of partnership tools, methodologies, and concepts.

Knowledge, Skills and Abilities

MEAL skills and experience required.Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.Experience engaging with partner organizationsStrong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutionsStrong relations management abilities. Ability to relate to people at all levels internally and externally.ย Strategic in how you approach each relationship.Good presentation and facilitation skillsProactive, resourceful, solutions-oriented and results-oriented

Preferred Qualifications

Good experience inย project grants management, including project design, preferably forย grants from multiple public donors.Demonstrated ability to write high quality technical proposals.Experience engaging with partner organizationsMEAL skills and experience required.Staff management experience and abilities that are conducive to a learning environment.Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Travel -Must be willing and able to travel up to 30%.ย

Basic Qualifications

Bachelorโ€™s degree in international development, Project Management, or related field; Masterโ€™s degree preferred. Minimum of 8 years' experience inย relevant field-based project management experience required, with preferably at least 3 yearsโ€™ working experience inย PCS/LLย  Experience in partnership & capacity strengthening; curriculum design an advantage
