Setting and ReportingThis position is located in the Regional Office for the Andean Region and the Southern Cone (ROCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), duty station in Bogota, Colombia. The incumbent will work under the direct supervision of the Programme Officer (Alternative Development Programme). and overall guidance of the ROCOL Deputy Representative. ResponsibilitiesWithin limits of delegated authority, the incumbent may be responsible for the following specific duties: Human Resources Management • Process, monitor, review, and follow up on actions related to the administration of the unit's human resources activities, e.g., recruitment, placement, relocation, promotion, performance appraisal, job classification examinations, separation, training, etc., ensuring consistency in the application of rules and procedures. • Provide advice and guidance to staff on financial and administrative procedures, processes, and practices as required. Budget and Finance • Assist in the design and implementation of financial indicators that strengthen the monitoring and evaluation processes of the Programme's strategies. • Assist in the financial actions and strategies that allow the efficient implementation of Alternative Development projects. • Develop and implement methodologies for the processing and analysis of accounting and financial information, which contribute to the fulfillment of the objectives and results of the Alternative Development programme. • Elaborate projections and financial reviews of the programme's projects, following UNODC-ROCOL procedures, for decision making. • Review budget revisions; verify availability of funds; ensure necessary approval and entry in computerized budget system. • Carry out financial monitoring of projects, agreements and counterparts of the programme, in order to provide early warnings for the execution and implementation of activities. • Provide support and manage petty cash processes for the programme's regional offices, ensuring control and monitoring thereof. General Administration • Assist, prepare and/or review technical and/or administrative reports, ensuring the use of formats and compliance with UN standards. • Support the development and implementation of tools to promote resource mobilization. • Assist in the settlement processes of agreements and projects of the programme, ensuring compliance with the rules and processes of the Organization. • Support in the preparation and review of documents derived from meetings or inter-institutional articulation spaces. • Participate in meetings, steering, operational and coordination committees, to present and disseminate information on progress, difficulties and developments in the implementation of activities. • Manage and review approvals for travel processes, shopping carts, LVA, and program processes related to implementing partners. • Carry out field missions following the protocols established by the United Nations System. • Perform other activities related to their area of expertise at the request of their immediate supervisor or delegate. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other work-related duties as assigned CompetenciesProfessionalism: Evaluates the data and procedures to be followed to achieve logical and pragmatic decisions. pragmatic decisions. Work ExperienceSeven (7) years of work experience in programme or project administration, technical cooperation or a related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. One (1) year or more experience in data analytics or related area is desirable. Knowledge of monitoring, management, budgetary, financial, and/or project operations cost indicators is desirable. Work experience in and knowledge of the United Nations System are desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
