OBJECTIVES OF THE PROGRAMME

1) Effective application of results-based management framework through programme development, implementation and monitoring of WHO technical programmes at country level. 2) Harmonization and alignment of WHO support with national counter parts/stakeholders; 3) Effective and efficient mobilization and utilization of resources within the framework of the regional programme budget (PB) allocations ; 4) Close cooperation and coordination between WHO and the national governments for the implementation and monitoring to mid and end term reporting including visit of internal and external evaluations.

DESCRIPTION OF DUTIES

Within the delegated authority, the incumbent is assigned all or part of the following responsibilities

  1. Provide support and input on planning, resource allocation and human resources management across the full range of programmes and projects within the country office.
  2. Brief staff at all levels on budget, financial, administrative, HR- and other procedures and practices and monitor the correct use of the WHO Financial Rules and Regulations by staff in their implementation of funds.
  3. Provide administrative support to the operational planning and development of projects and work plans and assist technical colleagues and/or Team(s) through the provision of targeted, seamless programmatic, financial and administrative support work along the life-circle of the project(s).
  4. Verify obligating documents, cross-checking relevant information available from GSM or other on-line systems, ensuring the availability of funds, updating files, and transferring funds as instructed or as delegated.ย 
  5. Clearance of obligating documents, checking them for completeness, and following up on missing elements, liquidating obligations and undertaking reconciliation as required.
  6. Verify expenditures to comply with work plans, financial rules andย regulations and award agreements.
  7. Follow up actions on financial and budgetary matters, acting as admin approver within delegated authority, and coordinate the mid-term reviews and the end of year of biennium closure of accounts exercise with all technical colleagues.
  8. Screen and reviewย various donor agreements before initiating such agreements in Contributor Engagementย Management (CEM) Tool.
  9. Ensure Workplan Funding and Award Budgeting are submitted timely. Issue correct PTAEO numbers by earmarking funds for specific activity.
  10. Prepare routine and ad hoc financial reports using GSM and other related sources of information to assist technical team in taking appropriate decisions and to ensure that funds are utilized optimally.
  11. Monitor and follow-up on programme implementation-levels, drawing the attention of the technical colleagues to problems, inconsistent delays and other anomalies detected.ย 
  12. Coordinate and follow-up proper management of the HR Plan/HR Action Plan within the workplan. Follow-up on actions required on contract issues for staff and non-staff.
  13. Check obligate and clear purchase requests for services and equipment, working in close collaboration with relevant colleagues to ensure that ordered services are appropriate.
  14. Draft routine and non-routine correspondence on own initiative or on the basis of instructions. Finalize correspondence/reports for signature.
  15. Analyze incoming correspondence and requests, researching, obtaining and attaching background information where required, or redirecting them as appropriate, drawing the attention of the supervisor or other senior staff concerned to urgent items and deadline.ย 
  16. Coordinate program budget meetings in the technical group, take minutes and follow up action points with technical colleagues.

    REQUIRED QUALIFICATIONS

    Education

    Essential:ย Completion of secondary school education or equivalent.

    Desirable: Relevant University degree or additional higher education an advantage. Technical training courses in officeย and/or management related areas

    Experience

    Essential:ย At least 8 years of experience working in programme management, implementation and programme monitoring, and or/Budgetary work
