The mission is guided by ECA's five strategic directions which aim to: advance ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solution to the continent; Developing macroeconomic and structural policy options to accelerate inclusive industrialization for poverty and inequality reduction; Designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for transforming Africa; Contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; Advocating Africa's position at the global level and developing regional responses as a contribution to global development issues. This position is located in the Climate Change, Food Security and Natural Resource Management Division (CFND) in the Economic Commission for Africa (ECA). The CFND is headed by a director who reports to the Deputy Executive Secretary (Programme). Its main objective is to contribute to achieving inclusive development for the reduction of poverty and inequalities in Africa through initiatives in the areas of Climate, Food Security, Natural Resources and Green and Blue Economy, with a particular focus on economic transformation through private sector development, value addition and value chain development to accelerate regional integration. In addition, CFND is the division mandated to coordinate the support that ECA is providing to Small Island Developing States (SIDS) countries in the African region and to strengthen the SIDS coordination in the Atlantic Ocean, Indian Ocean and South of China (AIS) region. This includes the RESIslands initiative, and the SIDS special initiatives lead by this Division to support the implementation of the Sustainable Development Goals (SDGs) and the Antigua and Barbuda Agenda for SIDS (ABAS). The position is located in the Office of the Director of the CFND. The Programme Management Officer of the RESIslands initiative and SIDS special initiatives reports to the Director of CFND. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: โ€ข Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions and presents findings at periodic programme performance review meetings. โ€ข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โ€ข Researches, analyzes and presents information gathered from diverse sources to identify priority countries for the CFND activities. โ€ข Coordinates or provides advise on policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, coordinates cooperation among Member States on sustainable development issues; negotiates with donor and recipient countries on technical assistance programmes. โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. โ€ข Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, periodic reports to the project steering committee, donors and goverments, etc. โ€ข Provides substantive backstopping to consultative, and other meetings, including those of intergovernmental bodies, conferences and other SIDS related events in relevant global conferences, such as the UNGA, HLPF, ARSDF, COP, COM UNOC, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc, represents the Division at meetings on development issues organizes and โ€ข Initiates external relations, including with senior government officials, , carries out resource mobilization and outreach activities related to SIDS initiatives, convening relevant stakeholders and partners to support the SIDS and the AISCC; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โ€ข Leads a team of assigned personnel in or undertakes large, complex field missions related to technical cooperation, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. โ€ข Coordinates or performs activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.), as well attends to various project administrative matters. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Performs other duties as required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
