Org. Setting and ReportingThis position is located in the Policy and Best Practices Service (PBPS) of the Division of Policy, Evaluation and Training (DPET), Department of Peace Operations (DPO). The Programme Management Officer will serve as Team Leader for the Conflict Related Sexual Violence (CRSV) Team within the protection pillar of the Service, and report through the Deputy Chief to the Chief of PBPS. The focus of this job is to provide UN peacekeeping operations, with guidance, operational support and technical advice in support of the implementation, monitoring and evaluation of mandated activities to prevent conflict related sexual violence (CRSV). The incumbent will work in close coordination with other protection teams in PBPS. The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping Operations. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: โ€ข Lead the CRSV team within PBPS in its work to support UN peacekeeping operations in carrying out mandated activities to prevent conflict related sexual violence, in coordination and consultation with the protection of civilians and child protection teams in the Service. โ€ข Develops, implements and evaluates assigned programmes/projects in the area of CRSV and in coordination with other protection teams; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. โ€ข Performs assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โ€ข Build and strengthen coordination with key partners, including Women Protection Advisers of the field missions, DPO offices, DPO-DPPA regional divisions, relevant departments and offices in the Secretariat and UN Agencies, Funds and Programmes, with an aim to improve the delivery of the CRSV mandate. โ€ข Engage with Member States to enhance focus on and support for the CRSV agenda and raise visibility of the efforts by peace operations to prevent and respond to CRSV. โ€ข Support the Deputy Chief and Chief for the implementation of the Section's priorities, including operational support and guidance for field missions and enhancing protection functions by the peacekeeping missions. โ€ข Researches, analyzes and presents information gathered from diverse sources. โ€ข In the context of PBPS' overall protection policy work, coordinates policy and guidance development in the area of CRSV, including the development and update of operational guidelines and training materials, the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. โ€ข Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Initiates and coordinates outreach activities; conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. โ€ข Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โ€ข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Performs other duties as required. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management on protection-related matters or related area is required. Experience in preventing and responding to conflict related sexual violence is required. Experience in developing and coordinating guidance and training related to conflict related sexual violence is required. Experience with inter-agency coordination for conflict related sexual violence is required. Experience with international peacekeeping operations, including backstopping relevant mission colleagues, is desirable.
