The Programme Management Officer will report through the Senior Security Coordination Officer of this desk to the Deputy Director of Field Operations. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: โ€ข Implements and evaluates the overall workplan for the regional desks, monitors and analyzes programme/project development and implementation; works with field counterparts to identifies problems and issues to be addressed and proactively initiates corrective actions; liaises with relevant parties; ensures timely and effective follow-up actions; reviews relevant documents and reports. โ€ข Develops and delivers a system for rapid troubleshooting of administrative (e.g. recruitment) and logistical challenges and blockages encountered by field programmes to achieve rapid resolution. โ€ข Organizes and prepares written outputs, e.g. country/regional briefing notes that are useful to leadership, as well as draft background papers, briefing notes, relevant sections of reports and studies, etc. โ€ข Liaises with other departments to increase UNDSS awareness and understanding, and develop and report on UN system wide initiatives relevant to the country/region. โ€ข Researches, analyzes and presents information gathered from diverse sources. โ€ข Coordinates desk inputs for policy development and lessons learned/ after action reviews, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. โ€ข Generates survey initiatives as well as improved process and workflows for the regional division of DFO; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. โ€ข Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โ€ข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares/reviews related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Provides input to the departmental level performance management and enterprise risk management. โ€ข Provide a level of support to Middle East and North Africa Desk and the Office of the Director of Field Operations. โ€ข Performs other duties as required. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Field experience with the United Nations or similar international organizations, in conflict or post- conflict settings, is required. Experience in providing substantive briefing, written and verbal, to senior officials, to inform decision- making is required. Experience in managing budgets, including monitoring budget execution of complex operations, is required. Experience in developing and implementing solutions to complex programmatic challenges, using a project management approach and tools is desirable. Experience in representing the interests, perspectives, and requirements of an organization into United Nations or similar multi-stakeholder coordination or planning forums is desirable. Demonstrated experience in operational coordination and support to United Nations entities, International Non-Governmental Organizations (INGOs), or Non-Governmental Organizations (NGOs) is desirable. Experience working with the political and administrative structures and systems of the United Nations or a similar large and complex organization is desirable.
