Setting and ReportingThe position is located in the International Tax and Development Cooperation Branch (ITDCB) in the Financing for Sustainable Development Office (FSDO) of the Department of Economic and Social Affairs. The Branch provides policy and capacity building support on international tax cooperation; serves as secretariat to the UN Committee of Experts on International Cooperation in Tax Matters (the โCommitteeโ) and to the Development Cooperation Forum (DCF); and coordinates FSDO capacity development programme in support of country efforts to mobilize and manage financing for development and other means of implementation, including through effective infrastructure asset management, to achieve the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Sustainable Development. ResponsibilitiesUnder the supervision of the Senior Economic Affairs Officer in ITDCB, FSDO, the Programme Management Officer will contribute to delivering the branch work programme, with emphasis on issues related to domestic resource mobilization and infrastructure asset management aligned with the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Development. This will include the following duties: โข Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. โข Contributes to the provision of substantive support to policy analysis, research and development, including the review and analysis of issues and trends, to the preparation of evaluations or other research activities and studies, as well as to capacity development initiatives and events in the area of infrastructure asset management for sustainable development. โข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โข Researches, analyzes and presents information gathered from diverse sources. โข Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. โข Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โข Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โข Provides substantive support to consultative and other meetings, conferences, etc., such as meetings/events of the United Nations General Assembly or Economic and Social Council, to include proposing agenda topics, identifying participants, preparing documents and presentations, summaries, etc. โข Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โข Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โข Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) including to donors. โข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โข Performs other duties as required.
