ORGANIZATIONAL CONTEXT:
The World Food Programme (WFP) is one of the largest humanitarian actors in Colombia, deploying emergency humanitarian assistance to areas affected by natural disasters and armed conflict-affected locations, while implementing nexus interventions through early recovery, resilience and peacebuilding projects. WFP is currently implementing its 2025-2028 Country Strategic Plan (CSP) that includes actions to prevent malnutrition, support migrant populations, the provision of assistance to populations affected by crises and disasters and victims of conflict, school feeding, early recovery of livelihoods, actions for socio-economic integration and adaptation to climate change.
The CSP is organised in four Strategic Outcomes (SO) designed to support the Colombian government in the realisation of the Sustainable Development Goal 2 (Zero Hunger). SO1 incorporates WFPยดs work on emergency response; SO2 focuses on initiatives that contribute to the progressive development of human capital; SO3 focuses on resilience building and adaptation to climate change; and SO4 incorporates the provision of services to other stakeholders. The implementation of projects within each SO is under the supervision of Activity Managers, who manage a large team involved in the implementation of programmes and projects that help reach the Results, Outputs and Activities comprised within each SO.
Thus, WFP is recruiting an Activity Manager for the Strategic Outcome 2: โVulnerable populations in Colombia in rural and urban areas have improved food security, nutrition, health and education; access enhanced school feeding programmes and benefit from strengthened social protection systems by 2028, through initiatives that contribute to the progressive realisation of the human right to food, social inclusion and peaceโ.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
The Activity Manager for the SO2 lead the โBuilding Human Capitalโ components of WFPยดs CSP and provides strategic leadership to policy and programme activities, ensures quality project implementation of complex operations in the areas of i) nutrition, ii) school feeding, iii) social protection, and iv) socio-economic integration. Additionally, the Activity Manager also oversees the technical team in charge of cooperating partners (NGOs) management.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Contribute towards the development of a wide variety of projects, plans and processes that are part of the SO2 portfolio, ensuring alignment with WFPยดs programme policies and guidance. Represent WFP in policy-related meetings, interagency or with government, influence policies in programmatic areas which WFP covers.
- Provide project management support to SO2 programmes, some of which are of considerable size/complexity, ensuring timely and high-quality deliver of project activities.
- Coordinate with other units in the country office (e,g, Budget and Programming, Finance, and Supply Chain) to manage WFPยดs resources in an efficient manner, ensuring accountability and transparency of resource use, complying with WFP standards and procedures.
- Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyze a range of policy and operational issues to inform the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. support heads of area office and their teams in building and expanding relationships with regional governments.
- Any other duties as assigned by supervisor.
OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):
- Lead and oversee the implementation of WFPโs nutrition, school meals, social protection, peace and livelihoods work.
- Supervise and support the technical experts that lead the nutrition and school feeding portfolio of the country office. Ensure WFPโs programme incorporate innovation and generate new evidence, where possible establish relationships with universities
- Lead the strategic work, design and implementation of the socio-economic integration portfolio of the CSP. Partnerships with actors to include but not limited to as ICBF, UApA, DPS, Rotary Club, Lions Club
- Support the team dedicated to NGO management and supports the contracting of cooperating partners for the other SOs.
- Work with communications team to leverage our work to create advocacy material, news stories where appropriate.
- Jointly with partnerships lead on designing new proposals to existing and new partners and participate or co-organize field visits with visitors (internal or donor).
EXPERIENCES FOR ENTRY INTO THE ROLE:
- Demonstrated technical expertise in relevant areas of work through direct collaboration with specialized technical teams.
- Three (3) or more years of postgraduate professional experience in implementing programmes and/or projects related to food security and nutrition.
- Proven experience in supervising teams of varying sizes.
- Contributed to policy discussions and decision-making processes.
- Proven experience in establishing and maintaining strategic and operational relationships with government counterparts, UN agencies and other organizations at various levels.
- Previous experience in the design and/or implementation of socio-economic integration projects is desirable.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with two (2) additional years of related work experience and/or trainings/courses.
Language: Fluency (level C) in English language and Spanish.
