This position is based in Niamey and report to the Head of Unit.
THE ROLE
To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
Provide advice and support to COs on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
Enhance WFP’s leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.
Manage operational research and evidence building on issues relevant to food assistance.
Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
Contribute to resources mobilisations efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.
Lead, motivate and develop a team of staff to enable high performance.
Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget.
Contribute to Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance with 5 years, or First University Degree with additional (07) years of related work experience and/or trainings/courses .
Language: Fluency (level C) in English language and the duty station’s language, if different.DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Has experience working across the Program portfolio including VAM/Nutrition.
Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.

CONTEXTE
Le Programme Alimentaire Mondial (PAM) soutient de plus en plus les gouvernements dans la conception, le renforcement et la mise en œuvre de systèmes nationaux de protection sociale réactifs aux chocs, sensibles à la nutrition et à l’enfance, et contribuant au renforcement de la résilience. En Afrique de l’Ouest et Centrale, la stratégie régionale de protection sociale du PAM met l’accent sur le renforcement des systèmes nationaux afin de faire face à la vulnérabilité chronique, de répondre aux chocs et de promouvoir des voies durables de sortie de la pauvreté et de l’insécurité alimentaire.
SUPERVISIONSous la supervision directe du Chef de l’Unité Résilience et sous la direction générale du Chef de Programme, le/la Chargé(e) de programme – Protection sociale aura pour mission de positionner le PAM comme un acteur technique clé dans le domaine de la protection sociale.
OBJECTIF DU POSTEDiriger et coordonner le portefeuille de protection sociale du PAM Niger comme un pilier clé du renforcement de la résilience, en assurant l’alignement stratégique, le renforcement des systèmes et l’intégration efficace des approches réactives aux chocs dans les cadres nationaux de protection sociale. Le/la titulaire fournira un leadership technique, des conseils stratégiques et un appui au partenariat afin de renforcer le positionnement du PAM comme partenaire de confiance du Gouvernement du Niger et des principaux acteurs dans la protection sociale adaptative et réactive aux chocs.
PRINCIPALES FONCTIONS ET RESPONSABILITÉS
Coordination et Appui Stratégique
Servir de point focal principal entre le PAM Niger, les ministères en charge de la protection sociale, l’UNICEF, la Banque mondiale et les autres partenaires.
Agir en tant que point focal national pour la protection sociale, en assurant une liaison claire et efficace entre les opérations sur le terrain, le Bureau régional et le Siège.
Contribuer à la formulation du Plan Stratégique Pays (CSP) en cohérence avec les politiques et stratégies du PAM sur la protection sociale ainsi qu’avec les orientations du Siège.
Soutenir le fonctionnement des comités techniques sur la protection sociale et représenter le PAM Niger dans les différents foras.
Collaborer avec les homologues gouvernementaux pour finaliser et valider les composantes du programme, y compris les mécanismes de réponse aux chocs et d’inclusion économique.
B. Assistance technique et renforcement des systèmes
Fournir un appui technique pour la révision ou la mise à jour du cadre politique national de protection sociale, en assurant son alignement avec les priorités en matière de résilience, de climat et de nutrition.
Soutenir l’intégration des activités de protection sociale du PAM avec les autres interventions de l’Unité Résilience pour garantir la cohérence et la complémentarité.
Faciliter la conception ou l’amélioration des systèmes de prestation, y compris les mécanismes de ciblage, de paiement, de recours et les liens avec le Registre Social Unifié (RSU).
Appuyer les évaluations de capacités et élaborer un plan de renforcement des capacités pour les ministères et institutions concernées.
C. Gestion des Connaissances et Plaidoyer
Coordonner avec les équipes du bureau pays pour assurer un suivi, un apprentissage et une documentation efficaces du programme pilote.
Produire des notes de politique, des éléments de langage, des rapports et des mises à jour pour les bailleurs sur le portefeuille de protection sociale du Niger.
Documenter et partager les enseignements tirés pour une réplication et une mise à l’échelle au Niger et potentiellement dans d’autres pays du Sahel.
D. Appui à la Mise en Œuvre du Programme
Appuyer la planification opérationnelle, la budgétisation et la production de rapports pour le portefeuille de protection sociale.
Concevoir et gérer des programmes de protection sociale de taille ou complexité modérée répondant efficacement aux besoins en sécurité alimentaire et nutritionnelle.
Veiller à l’intégration de mécanismes réactifs aux chocs dans les programmes d’assistance sociale existants et nouveaux.
Travailler avec l’Unité des Partenariats pour renforcer l’engagement avec les bailleurs et les institutions de financement, y compris les exigences en matière de rapports et de visibilité pour le BMZ/KfW.
QUALIFICATION & NIVEAU D’EXPERIENCE REQUIS:
Au moins 5 ans d’expérience professionnelle pertinente dans la conception et la mise en œuvre de politiques et programmes de protection sociale.
Expérience probante (au moins 3 ans) dans la gestion de projets ou programmes de filets sociaux utilisant les transferts monétaires.
Expérience avérée dans la collaboration avec les homologues gouvernementaux et la coordination interagences, notamment avec les agences des Nations Unies et les institutions financières internationales.
Bonne connaissance de la protection sociale adaptative/réactive aux chocs, du renforcement de la résilience et des systèmes de prestation (ex. : registres sociaux, systèmes d’information de gestion).
Solides compétences analytiques et en résolution de problèmes.
Capacité à travailler sous pression et à gérer plusieurs priorités simultanément.
Aptitude démontrée à développer des partenariats avec des parties prenantes internationales et externes et à s’engager stratégiquement dans un environnement international.
Excellentes compétences rédactionnelles, analytiques et en communication en français et en anglais.
Capacité à travailler de manière autonome avec un minimum de supervision.
STANDARD MINIMUM QUALIFICATIONS
Éducation: Diplôme universitaire de niveau avancé (maitrise) en sciences sociales, politiques publiques, études du développement, sécurité alimentaire, nutrition, économie ou domaine connexe.
Langues: Maîtrise du français et de l’anglais, à l’oral comme à l’écrit ainsi que des langues locales.
Contexte: Une bonne compréhension du contexte du Niger et du Sahel est fortement souhaitée.
