Background

Turkmenistan has ratified the United Nations Framework Convention on Climate Change (UNFCCC) on June 5, 1995, the Kyoto Protocol on January 11, 1999, and the Paris Agreement on September 23, 2016. As a Party to these international agreements, Turkmenistan is subject to certain reporting obligations.

For the first time in history, the Paris Agreement united the efforts of all world countries to curb climate change. However, the Global Analysis (GST) has highlighted that the world is falling short of the ambitious 1.5oC target set out in the Paris Agreement. Remaining gaps and challenges are hindering progress in mitigating the effects of climate change, and greater efforts are needed to reduce global greenhouse gas (GHG) emissions to the required levels indicated by science. The GST also includes clearer references to institutional frameworks, human rights, social inclusion, and gender equality that should be considered when addressing existing gaps, and this requires detailed, reliable information to assess a country's progress in meeting its climate change commitments.

Therefore, based on the recommendations provided by the global GST review, countries are expected to begin the review process, extend the timeline, and examine the scope across their economies to meet the 1.5oC target.ย  As the most important starting point of this process, the revision of the NDC 2025 will need to analyze the progress made to date in their current Nationally Determined Contributions (NDC/NDC) in order to identify bottlenecks, gaps and opportunities, including increased mitigation measures and contributing to broader awareness among civil society and future generations.

Turkmenistan as the party of the United Nations Framework Convention on Climate Change (UNFCCC) have submitted NDCs which indicate the mitigation and adaptation targets they are willing to reach to achieve the Paris Agreement goals as soon as possible.ย 

In addition, UNDP considers NDCs as gateways for advancing not only climate targets but also achieving sustainable development priorities such as leaving no one behind, a rights-based approach centred on empowerment, inclusion, equity, human agency and human development capabilities which recognizes that poverty and inequality are multidimensional. In this regard, UNDPโ€™s direction of change involves supporting countries in recognizing the rights, priorities and needs of underrepresented actors, such as women, Indigenous Peoples and youth, typically excluded from climate policymaking.ย 

Through the Climate Promise, UNDP is supporting countries to undertake a national stocktake to support comprehensively assess national progress towards Paris Agreement pledges and identify needs and opportunities for the next NDC revision process. This assessment aims to achieve the following objectives:ย 

Understand Progress at national and sub-national level: Evaluate the extent to which countries have advanced towards the implementation of their climate action targets and commitments under the Paris Agreement.ย  Identify Barriers and Gaps: Pinpoint obstacles and deficiencies that impede effective climate action at the national level (e.g., these may include gaps in financing, policy coordination or national buy-in).ย  Collective Analysis: Facilitate a collective reflection on the current state of climate action and the opportunities for raising ambition while accelerating implementation; fostering dialogue and collaboration among stakeholders, including communities and vulnerable groups.ย  Advocate for Ambitious NDCs: Build a compelling case for adopting more ambitious Nationally Determined Contributions (NDCs) in alignment with the 1.5 degrees Celsius goal, especially when significant progress has been achieved.ย  Establish foundations for coordination:ย  Through identifying entry points for addressing key needs and gaps, offer a set of evidence-based priorities for the deployment of various resources and partners to coordinate around the NDC revision process.ย  Strengthen inclusive approaches: Analyse the linkages of NDCs as gateways for advancing not only climate targets but also achieving sustainable development priorities including social inclusion and gender equality.ย 

The NDC Implementation Stocktake project is implemented under the auspices of the UNDP CO Turkmenistan.ย 

Furthermore, to enhance the expertise of specialists and integrate climate change aspects into the educational process, the \"Climate Box\" is being introduced into Turkmenistan's educational programs. The primary objectives are:

Development and approval of the 2nd edition of the \"Climate Box\" textbook with national stakeholders; Implementation of activities within the \"Climate Box\" framework.

The implementation of incentive measures within this Terms of Reference will be carried out using the existing national infrastructure and institutional conditions already established for the phased implementation of NDC and the \"Climate Box\" in Turkmenistan.

Duties and Responsibilities

The Project Analyst work includes activities aimed at engaging the private sector, youth, the public, and women in the development and implementation of NDCs and other climate change related interventions as well as promotion and advocacy of ย the \"Climate Box,\" educational toolkit among youth. More specifically, the Project Analystโ€™s work includes the following responsibilities:

Interaction with key government agencies to linkange the climate change issues into social development. To promote the capacity building in the field of climate change among government institutions. Facilitate the promotion of work on the collection and analysis of information related to capacity building activities in Turkmenistan, in accordance with UNFCCC requirements. Support to development of climate education. In collaboration with the project manager, determine appropriate methodologies, analyses, individual work planning, and deadlines. Participate in joint meetings with the private sector to raise awareness among entrepreneurs about the progress of NDC implementation and the possibility of introducing climate change mitigation measures in the private sector. Participate in consultations that ensure communication between UNDP, responsible government agencies, and key stakeholders on Paris Climate Agreement related issues.. Participate in the preparation of reports and support the process of developing NDC 3.0 in Turkmenistan. Participate in project activities, including support in submitting reports to UNEP and the UNFCCC Secretariat. Actively cooperate with the Ministry of Education of Turkmenistan in the implementation and promotion of NDC goals and the \"Climate Box\" textbook among students and youth. Facilitate the development, adaptation, and implementation of the \"Climate Box\" textbook in Turkmenistan's educational programs. Participate in the organization of seminars, training sessions, and Youth Conferences to enhance education, professional development, and awareness in the field of climate change. Participate in periodic project meetings with the preparation of reports for the reporting period. Organize the Youth Climate Projects 2025 competition, with the aim of having winners from Turkmenistan participate in an international competition within the \"Climate Box\" framework. Promote and facilitate the participation of teachers in the international competition for teachers within the \"Climate Box\" framework.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience

Education:

Masterโ€™s degree or equivalent in environmental studies, climate change, engineering and development studies or a relevant related field is required; Bachelor's degreeย in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. Any relevant education, such as courses or certifications in the field of environmental studies, would be an asset.

Experience:

Minimumย 2 years (with masterโ€™s degree) or 4 years (with bachelorโ€™s degree) of relevant experience at the national or international level inย managing/coordinating complex projects or in providing advisory services on environmental policy and strategy, climate change, with a particular focus on national communications, NDC, etc is required.

Language:

Fluency in Russian, and Turkmen is required;ย  Working knowledge of English will be asset.

Required Skills:

Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.ย 

Desired Skills:

Experience in partnership building and management with multi-stakeholders, including government agencies, private sector and other development partnersย  Experience in conducting gap analysis and prioritizing actions in the Government's national environmental and climate protection policies and plans.ย  Experience in preparing reports/analyses related to the environment and climate change for government agencies/institutions/international projects or programs. Experience and knowledge of the guidelines /methodologies/recommendations of the UNFCCC, the Paris Climate Agreement and other international organizations on climate change. Experience in promoting climate education and youth agenda in the field of climate change.
