The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. On 24 February 2022, the military of the Russian Federation invaded Ukraine, with strikes across the territory of Ukraine. Since then, Russiaโs invasion imposes a severe humanitarian and socio-economic toll, global energy and food crisis, large-scale destruction of the country's infrastructure, and disruptions in the provision of critical services and degradation of social fabrics and communitiesโ ties, triggering one of the worldโs most significant forced displacements.
Severe attacks on energy and critical infrastructure facilities leave millions of people without electricity, water or heating supply, struggling to access water, food, health services, materials to repair homes, among others. The continued attacks cause substantial damage to the countryโs economy and agricultural production, and also affect the poorest countries worldwide.
UNOPS support to partners spans the humanitarian-development nexus from emergency response to building back better, across the housing, health, education, transport, energy and mine action sectors, through infrastructure, procurement and technical assistance / project management interventions, with the ultimate aim of supporting the country on its EU accession and in its achievement of the Sustainable Development Goals.
The UNOPS Office in Poland, operating under the auspices of the UNOPS Ukraine Multi-Country Office in partnership with the UN Global Compact Network Poland, will aim to support Ukraine's recovery and reconstruction efforts. This will be achieved through leveraging contributions from the Polish government and private sector, including in-kind donations to deliver building materials, specialized equipment and other goods to Ukraine with a focus on Building Back Better. Furthermore, the UNOPS Office in Poland will facilitate Ukraine's journey towards European Union accession by drawing upon the valuable experiences of Poland's own EU integration and membership.
Under the direct supervision of the Senior Programme Manager, the Project Management Support Analyst will be responsible for the efficient and effective implementation of the project and support in the establishment of office in Poland.. He/she will contribute to project planning, implementation, monitoring, and reporting while ensuring compliance with UNOPS procedures and donor requirements. The Project Management Support Analyst will contribute with technical and administrative support of the project in Poland. Providing both technical and administrative support, the Analyst will play a key role in the successful delivery of projects.

1. Project Implementation:
- Support the Project Managers in the preparation of terms of reference documents related to the project operations, MOA/MOU, work plans).
Support to Project Managers (PM) in the preparation of budgets, reviews, and financial information. Support Project Managers in managing budgets, cash flow, and obligations to ensure deliverables are met and that UNOPS procedures and standards are followed. Assist in monitoring the project budget and financial expenditures, ensuring that administrative procedures are aligned with the work plan and ongoing contracts. 3. Project Monitoring and Report Preparation:
When needed, provide advice and necessary support during the \"formulation phase\" of new initiatives, focusing on quality assurance and quality control of project documents, costs, financial implications, implementation plan, milestones, and benchmark indicators, as well as adherence to UNOPS project approval processes and procedures. Support the Project Manager in the execution of approved project plans (including setting milestones). Make substantial contributions to the development of project strategies and schedules and manage work packages. 4. Coordination with Stakeholders:
Support coordination and communication with internal stakeholders, including UNOPS Headquarters (HQ) and the Regional Office (LCR), and establish and maintain good relationships with headquarters staff. Participate in meetings with UN agencies, NGOs, and other stakeholders as necessary. Support the Project Manger in ensuring proper documentation of engagement with stakeholders 5. The Project Support Analyst directly impacts on achievement of project results by supporting the Project Manager to adhere to project management methods and strategies. This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

Education:
Master's degree or equivalent in a relevant discipline ( Accounting, Project Management, Procurement, Supply Chain Management, Business Administration, Management, or related field, OR. Bachelor's Degree is required, preferably in Business Administration, Public Administration, Procurement, Economics, Project Management, or related areas with 2 years of relevant experience. Experience: Relevant experience required, including providing professional support in project management and/or programs operations, developing partnerships, and/or project planning and implementation will be required. Experience in the implementation of projects in the public / private sector, which involve a large number of stakeholders is desirable. Experience in procurement of equipment and/or infrastructure service is desirable. Experience with United Nations agencies, international organizations, governments, foundations, international NGOs, or private sector organizations is desirable. Language Requirements:
Fluency in English and Polish (read, write and speak) is required.

For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.
For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
