Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in development cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The EU funded THAMM plus Programme, builds on the results achieved under the โTowards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africaโ (THAMM) Programme which was implemented from 2019-2023. The THAMM Plus Programme aims to strengthen the employability of potential migrant workers and regular and sustainable labour mobility pathways leading to decent work opportunities between Egypt, Morocco, Tunisia and European Union member states. THAMM Plus is aligned with existing strategic frameworks globally (Sustainable Development Goals, Global Compact for Safe, Orderly and Regular Migration) and regionally (African Union Migration Policy Framework and Action Plan 2018-2030).
THAMM and THAMM Plus are key elements for the implementation of the EU-Egypt Talent Partnership, launched in 2023, as part of the EU-Egypt Strategic and Comprehensive Partnership. Talent Partnerships aim to promote international mobility in a mutually beneficial way. This includes investing in capacity building, skills development and human capital, as well as matching EUโs labour market needs, promoting economic growth, addressing EUโs labour shortages and reducing irregular migration from partner countries.
The THAMM Plus programme is implemented in each of Egypt, Tunisia and Morocco, with also regional activities. In Egypt, the programme is implemented by the following Implementing Agencies (IAs): International Labour Organization (ILO), the Deutsche Gesellschaft fรผr Internationale Zusammenarbeit (GIZ) GmbH, and the Agenzia Italiana Cooperazione allo Sviluppo (AICS).
The ILO Action of the THAMM Plus Programme aims to strengthen the employability of potential migrant workers and pathways for regular and sustainable labour mobility leading to decent work opportunities between Egypt and the European Union Member States. Building on the experience of the previous programme phase, but also on the wealth of the ILO's technical assistance activities, THAMM Plus/ILO is working on the following cross-cutting objectives:
Strengthen the capacity of national partners in North Africa to build effective partnerships, based on national strategies and evidence-based analysis with EU Member States willing and through close links with private sector actors; Support the implementation of Talent Partnership, including labour agreements anchored in international labour standards, social security conventions, skills development, matching and qualifications aligned with European standards, fair recruitment and professional matching of jobs, and reflection on mobility schemes, and the sustainable socio-economic reintegration of seasonal workers.
The ILO Action of THAMM Plus will thus usefully complement the bilateral mobility schemes implemented between Egypt and EU Member States, including those implemented by the two other IAs, GIZ and AICS. The THAMM Plus programme was officially launched in Egypt on 10 February 2025 and is expected to end on 30 October, 2025.

The ILO is therefore seeking to recruit a Administrative and Financial Assistant who will be responsible for the administrative and financial support to the project in Egypt and of Egyptโs participation to regional project activities.
As a team member, the incumbent provides senior level administrative and finance support and is responsible for performing, completing and/or overseeing specialized administrative and financial management support services in an efficient, effective and client-oriented manner. The incumbent performs a range of administrative actions related to the financial operations of the Office. Work involves using the enterprise resource planning (ERP) system. The incumbent performs a range of administrative actions related to the financial operations of the Project. The incumbent ensures the correct application, interpretation and adaptation of established financial rules and regulations, policies, procedures and guidelines. The incumbent evaluates and provides inputs into the design and development of improved administrative and financial services and delivery processes.
Reporting lines:
The incumbent will work under the direct supervision of the National Project Coordinator based in Cairo, and will receive technical guidance from the Regional Project Manager based in Rabat, under the overall responsibility of the Decent Work Team / Country Director for Egypt and Eritrea. The incumbent may provide guidance to junior administrative or support staff, as required.
Description of Duties
General Administration and operation
Ensure smooth functioning of the project administration, office management and operation support related functions, in close collaboration with other administrative and operation support staff, through the provision of management and administrative support to the project. This includes processing entitlements, issuance of contracts and maintenance of records and files. Advise and assist project staff with interpretation of administrative rules, regulations and procedures. Make travel and hotel reservations, prepare travel authorizations and assemble information pertinent to the purpose of travel. Participate in the organization of special meetings and coordinate all important administrative arrangements for conducting workshops/seminars and trainings, as required by the project/programme. Maintain, contact and liaise with concerned technical units at Headquarters, ILO constituents, social partnersโ organizations and UN agencies, to discuss planned activities and resolve sensitive matters. Prepare on own initiative correspondence and reports, as required, on general administrative or other related tasks, including those of a confidential nature. Prepare periodic administrative statistics, reports and correspondence. Brief and assist international staff, experts and consultants on all aspects of administration-related matters. Provide interpretation of administrative rules, regulations and procedures. Review all incoming correspondence which requires action, make recommendations regarding the appropriate action to be taken, monitor deadlines for responses, follow up with various project/programme personnel and other organizational units on the submission of reports and correspondence. Prepare background information, detailed cost estimates, and periodic and ad hoc reports for use in programme and budget preparations. Participate in budget analysis and projections, as required. Provide information upon request. Carry out all operations required for expenditures under development cooperation funding, ensuring the most rational use of the funds. This includes making calculations, requesting funds, checking supporting justifying documents and making payments. Monitor accounts regarding allocations and expenditures and make adjustments to optimize utilization of the funds. Draft and clear administrative correspondence relative to budgetary matters to verify data, answer queries and obtain additional information. Support the preparation and monitoring of budget revisions, contracts and external collaboration agreements, ensuring compliance with ILO rules and donor requirements, including financial justifications and liaison with relevant units. Ensure systematic archiving and centralization of project documents (both electronic and physical) and contribute to the preparation of periodic reporting, statistics, and briefs in coordination with the regional team. Contribute to the application of Results-Based Management (RBM) principles, including monitoring indicators, updating relevant databases, and supporting the preparation of inputs for programme and budget documents. Maintain close coordination with the Programme Unit and other ILO projects in Egypt and the region, ensuring synergies, consistency in reporting, and alignment with national and regional frameworks. Assist in communication, visibility and knowledge management activities, including contributions to newsletters, intranet platforms, and external visibility products. Provide guidance and supervise the work of junior administrative and/or other support staff. Perform other relevant duties as assigned.Required qualifications
Education
Completion of secondary school education supplemented by formal training in administration, accounting, finance or a related field. A diploma or certificate in financial management would be an asset.
Experience
At least six years of progressively responsible administrative and financial work with supervisory experience.
Languages
Excellent knowledge of English and Arabic and good working knowledge in French will be an asset.
Competencies
Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines and adapt to changing demands. Proficient in computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office (e.g. IRIS), Ability to obtain services from other work units inside or outside the office for completion of tasks. Ability to lead a team and manage a heavy workload under time pressure. Thorough knowledge and understanding of complex administrative guidelines and procedures, as well as the full range of administrative services within support areas such as HR, Finance and Procurement. Good knowledge of work of the project /programme and the work carried out in other work units. Ability to respond to requests and to deal with visitors with tact and diplomacy. Ability to search and retrieve information from databases and compile reports. Ability to deal with confidential matters with discretion. Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
