The IMF Statistics Department (STA) and the IMF Caribbean Regional Technical Assistance Centre (CARTAC) have an opening for a Resident Advisor on External Sector Statistics (ESS). The selected candidate for this position will develop statistical capacities in 23 CARTAC members to compile and disseminate ESS according to Balance of Payments and International Investment Position Manual, sixth edition (BPM6) and support their preparation to transition to BPM7. The Resident Advisor will be based in Bridgetown, Barbados, where CARTAC is located and will work in a team environment in CARTAC and in close coordination with staff in STAโs Balance of Payments Division at the IMF Headquarters (STABP). The Resident Advisorโs initial appointment will be for one year with the possibility of extensions subject to performance, business needs and funding. Ideally, the successful candidate would assume the position in April 2026 to facilitate a short overlap with the incumbent Resident Advisor who is scheduled to conclude her appointment at end-April 2026.
DUTIES AND RESPONSIBILITIES
The Resident Advisor will be primarily responsible for providing and overseeing technical assistance (TA) and training in ESS with the objective of strengthening the CARTAC membersโ capacity to compile and disseminate accurate and reliable ESS for decision making.
Areas of work include:
- Organizing and delivering TA missions and regional workshops in ESS;
- Managing and backstopping short-term expertsโ TA missions on balance of payments, international investment position (IIP), external debt, international reserves, remittances, and other ESS;
- Facilitating activities carried out by, and promoting collaboration among, government and regional agencies in the development of such statistics;
- Coordinating TA activities with STABP, relevant IMF departments (in particular with the Western Hemisphere Department), and, where appropriate, other international and regional agencies providing capacity development (CD) in ESS;
- Maintaining the IMFโs Results-Based Management (RBM) log frames outlining program objectives and specific outputs for the CARTAC members;
- Collaborating with other CARTAC resident advisors (in particular with the CARTAC Resident Advisor on Real Sector Statistics) with a view towards building synergies with other IMF CD areas supported by CARTAC.
The Resident Advisor will work under the general direction of the CARTAC Director and the technical direction of STABP.
QUALIFICATIONS:
The successful candidate must have:
- A post-graduate university degree in a relevant discipline (statistics, economics, finance, business administration, mathematics or other relevant fields);
- A proven record of strong analytical and technical skills on ESS compilation and methodology;
- A minimum of 10 years of practical experience in compiling and disseminating balance of payments, IIP, and external debt statistics;
- Experience negotiating with country authorities;
- Strong influencing, diplomatic and interpersonal skills, and a drive for results;
- Strong English oral and written communication skills;
- A willingness to travel extensively to CARTAC beneficiary members.
The successful candidate should be able to develop and maintain effective relations with national authorities at a senior level and effectively transfer technical knowledge. Experience in organizing and conducting training courses and workshops; demonstrated project management skills; familiarity with results-based management, preferably in a capacity development environment; and a knowledge of macro-relevant external sector issues specific to the region are strong assets. Knowledge and experience on emerging topics further elaborated in BPM7 and 2025 SNA, such as globalization, digital economy, climate change, would be a plus.
