The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional Protection Information Management Systems Coordinator for Latin Americaย whoย will lead the implementation and maintenance of NRCโs regional protection information management System.ย Reporting to the Regional Protection Project Manager for Latin America, the IMS Coordinator will support the implementation and rollout of NRCโs Protection IMS strategy across the region. This role will ensure that robust systems, protocols, and standards are in place and aligned with global protection information management standards and NRCโs internal guidelines, to which she/he will contribute through using existing platforms and tools, and by developing new digital solutions and rolling them out.
What you will do
- Contribute to the effective rollout of the regional protection information management system through implementation of data management methodologies, operational tools, technical guidance, and processes for data analysis and visualization.
- Contribute to technical support and capacity building of relevant internal and partnersโ staff to generate quality and timely data and information to inform better evidence-based programming, protection analysis, and advocacy.
- Support the production of regular and high-quality protection information management products, including dashboards, infographics and reports based on primary and secondary data sources.
- Act as a Regional Information Management (IM)/data focal point for regional protection monitoring initiatives.
- Work closely with internal and partnersโ programme teams to ensure smooth function of the IM system.
- Streamline Protection IM data process, including data collection, analysis, storage, reporting an dissemination mechanisms across Latin America country operations

What you will bring
- At least 3 yearsโ experience in monitoring, evaluation, information and data management, database administration in development or humanitarian context.
- University degree in social sciences, demography, statistics, information technology, or any other related area.
- Strong Microsoft 365 and advanced Excel skills.
- Ability to formulate IM-related technical requirements and Operating Procedures.
- Proficient in data collection tools such as KoboToolbox or ODK.
- Experience conducting statistical analysis and reporting.
- Experience in PowerBI or Tableau. Knowledge of at least one data analysis programming language (e.g. Python or R) is an asset.ย
- Proven skills in infographic production, dashboard production or reporting.
- Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
- Experience with qualitative analysis is an asset.
- Ability to write in a clear and concise manner.
- Knowledge of protection and protection information management related guidelines, standards, and indicators.
- Demonstrated capacity for working effectively in a diverse and multi-disciplinary team environment.
- Documented results related to the positionโs responsibilities.
- Knowledge of Latin American contextย
- Experience working in complex and volatile contexts.ย
- Working knowledge of the humanitarian and social project cycle.ย

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.
The Latin America region is facing severe and prolonged humanitarian crises underpinned by several drivers: conflict, violence, socio-economic and political crises. According to OCHA and the Regional Refugee and Migrant Response Plan (RMRP) for Venezuela, the number of people in need of humanitarian assistance represents more than 27 million people in Venezuela, Colombia, Ecuador, Mexico, and the North of Central America countries (Honduras, El Salvador, and Guatemala). The increasingly overlapping crises are leading to an unprecedented regional protection crisis with record numbers of transcontinental population movements. In this context, the most vulnerable face multiple protection risks and rights violations along the displacement route. This scenario calls for greater efforts from protection actors in joining capacities to efficiently produce congruent and comparable data and information to inform the humanitarian and protection response. A unified protection monitoring system is the cornerstone to improve articulated regional protection responses and promote the centrality of protection across all sectors overcoming fragmented analysis based on geographical locations and nationalities. To address this gap, DRC and NRC established ProLAC, a regional initiative aiming to build a regional protection information management system.
