1. General Background
The transfer of registration responsibilities to national authorities is currently underway, marking a pivotal shift in how identity management and protection services are delivered. In this evolving context, UNHCR plays a strategic role in guiding and supporting the process to ensure continuity, uphold quality standards, and safeguard data security.
As of 31 October 2025, Benin counts 16,756 refugees and 12,662 asylum-seekers, emphasizing the importance of capacity-building and underscoring the critical importance of a smooth and secure transition.
The incumbent will serve as the technical focal point to support the transition to a government-managed registration system. He/she ensures that UNHCR standards are upheld, data remains accurate, and systems are secure. This role is essential for maintaining stakeholder confidence and safeguarding the protection of persons of concern.
2. Purpose and Scope of Assignment
Overall Responsibilities
In Benin, UNHCR supports the Government in strengthening registration and data management systems to ensure the protection of refugees and asylum-seekers. This role enhances national capacity, improves data integrity, and ensures compliance with international standards.
1. Provide strategic guidance and technical support to the Government, to ensure compliance with UNHCR standards and SOPs.
2. Build national capacity through training and mentoring on registration tools and best practices.
3. Manage and safeguard data systems, ensuring accuracy, consistency, and security of information.
4. Coordinate with authorities, partners, and UNHCR teams to maintain operational integrity and efficiency.
Detailed Responsibilities
1. Strategic Support: Advise and assist authorities in implementing SOPs and international registration standards.
2. Capacity Building: Train government teams on tools (proGres v4, BIMS) and best practices.
3. Data Management: Oversee data quality, consistency, and security; produce reliable statistical reports for planning purposes.
1. Technical Administration: Ensure maintenance and security of servers and databases (if applicable).
2. Coordination: Act as a liaison between UNHCR, authorities, and partners to guarantee process integrity and operational efficiency.
3. Analysis and Reporting: Identify needs, anticipate risks, and provide recommendations to improve systems and procedures.
3. Monitoring and Progress Controls
The incumbent provides strong and timely technical guidance to the government partner to facilitate the use of registration and identity management tools, while ensuring data integrity and quality
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)

b. Work Experience
For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
Essential
Experience of working with UNHCR systems for registration, data management and data protection. Experience of liaising with government entities and/or the Data Management community. Thorough understanding of UNHCR's protection mandate and core mission.
(Highly) Desirable
Training in basic principles of international protection. Drafting Standard Operating Procedure.
Experience and Background in international protection
Experience with another UN agency or partner.
