The International Monetary Fund (IMF) is seeking to fill a resident revenue administration advisor (RRAA) position located in Islamabad, Pakistan. Reporting to the Fiscal Affairs Department (FAD) at IMF headquarters, the advisor will work closely with the Federal Board of Revenue (FBR) to support the practical implementation of FBRโ€™s transformation plan.

The RRAA will deliver and help coordinate the IMFโ€™s revenue administration (RA) capacity development (CD) locally including liaising with the IMF headquarters; and supporting the FAD project manager with reviewing CD needs, preparing CD workplans, managing and delivering the CD workplan including short-term expert assignments. The RRAA will also support FADโ€™s CD activities on Tax Policy (TP), Public Finance Management (PFM), and Climate Policy (CP). On a strategic level, the RRAA will, in consultation with FAD and the Pakistan authorities, coordinate the assistance provided by FAD with that of other active donors and development partners.

Specifically, the advisorโ€™s responsibilities will be to: (1) advise the FBR on project management methodologies and techniques, including project planning, budgeting, and reporting consistent with international good practices and local circumstances; (2) assist with the development and implementation of the transformation plan and related operational implementation action plans; (3) provide counsel to the FBR senior management and staff on strategic, technical, and operational issues relevant to the design, development, implementation, and monitoring of the transformation plan and projects; (4) assist with the identification of timely and effective mitigation strategies for the resolution of issues; (5) support internal and external engagement activities in an advisory capacity and assist with the production of communication products; (6) coordinate FADโ€™s CD on RA, TP, PFM and CP at the local level including coordinating project activities with the FBR and key donors/partners, and periodically briefing FAD and the IMF country mission chief and resident representative on progress; (7) organize and support, in accordance with applicable Fund policies and procedures, FAD external short-term expert assignments; (8) support the FAD project manager with reviewing CD needs and preparing annual CD workplans covering the priority areas, timing, and sequence of CD activities in collaboration with the MOF and FBR, the IMF country mission chief and resident representative; (9) support the management and delivery of the CD workplans for the FBR according to the agreed budget, and (10) assist with the development of effective performance monitoring management systems.
