Context

The Resource Mobilization Division (RMD) is dedicated to expanding financial support of the IOM Country Offices as stipulated in the IOM Strategic Plan. The Divisionโ€™s core function involves building and maintaining relationships with donors, diversifying IOMโ€™s resource base, and enhancing IOMโ€™s collective resource mobilization efforts.

Given IOMโ€™s decentralized structure, donor engagement and resource mobilization functions are shared by different organizational and geographic units.ย  As such, the Division plays a pivotal role in streamlining and enhancing these functions. The Division adds strategic value by not only coordinating these efforts but also by offering essential guidance, developing and disseminating knowledge, and reinforcing organizational capacity to raise funds. As such, the Division serves as a central hub to ensure a cohesive and effective approach to donor engagement and resource mobilization within IOMโ€™s decentralized structure.

Under the overall supervision of the Director of RMD and the direct guidance of the Head of Financing and Multilateral Development Bank (MDB) Engagement, the incumbent will contribute to strengthening the organizationโ€™s resource mobilization efforts by supporting strategic donor engagement and facilitating strong donor relationships.

Actively engage as the primary point of contact for assigned donors, initiating regular communication, anticipating their needs, and providing timely updates and solutions to ensure a responsive and proactive donor engagement.Liaise with relevant donor counterparts and support the organization and agenda setting against key fundraising objectives, including positioning IOM for more predictable and flexible funding, including effective follow-up communication.Initiate, review, and ensure the effective implementation of coordinated donor management, including conducting thorough research and analysis on donor priorities, strategies, to inform IOMโ€™s resource mobilization efforts alongside, Chief of Mission (CoMs) in donor capitals and other key internal stakeholders.Prepare background briefs, talking points, and presentations tailored to the interests and expectations of assigned donors.ย Serve as the primary focal point for Senior Official Meetings, leading coordination across internal and external stakeholders involved in meetings with the overall objective of building trust and enhancing accountabilityย Support the organization of donor visits, Donor Advisory Group meetings and other key external fora that enables enhanced understanding of IOM and itโ€™s key institutional and programmatic priorities.ย Support the partnership building for IFIs / MDBs for IOM operations on migration and its interlinkages with other domains (development or humanitarian).Perform other related duties as assigned

Education

Masterโ€™s degree in international relations, Partnership, Development Studies, International Affairs, Social Sciences, Law, or any related discipline with at least five years of relevant professional experience; or,University degree in the above fields with at least seven years of relevant professional experience.

Experience

Minimum 5โ€“7 years of experience in humanitarian, resource mobilisation, programme support or donor relations and liaison;Experience working in complex emergencies or protracted crises is highly desirable;Excellent writing and communication skills; experience in preparing analytical briefs or reports is an asset; and,Organizational skills, with experience in multi-tasking, prioritizing, and working independently to meet deadlines.

Skills

Strong understanding of humanitarian architecture, funding mechanisms, and donor landscape;Excellent communication, negotiation, and interpersonal skills; and,Ability to work effectively within multicultural teams.

Language

IOMโ€™s official languages are English, French and Spanish.ย All staff members are required to be fluent in one of the the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
