The Position:
The Programme Analyst is located in the sub-office in Qamishli and reports to the Head of Sub-Office and will provide technical guidance and coordination support to the UNFPA programme in Northeast Syria. The incumbent will work in close collaboration with humanitarian and development agencies (UN, NGOs and INGOs), government agencies, and other partner organizations to day to day management of programme implementation, coordination, monitoring and evaluation of programme interventions.ย

The crisis in the Syrian Arab Republic is extending into its fourteenth year โ with more people than ever sliding into deeper poverty and 16.7 million people in need of humanitarian assistance and protection. The Syria situation remains one of the largest displacement crises in the world, with a 2025 projection of 7.2 million internally displaced people (IDPs), and 6.2 million refugees. The Lebanon crisis and subsequent influx into Syria in late September 2024 and the Nov/Dec crisis spilled over Syria created a very dynamic situation resulting in more than million displacements.ย This crisis further exacerbated the needs of SRH and GBV services among other needs. Humanitarian operations have been severely impacted, with increasing deterioration of access to services in different parts of the country including in the northern governorates, generating pervasive insecurity and disruption of basic services, including electricity, water and public transportation. In the context of political change, field presence to respond to the emerging humanitarian needs, particularly in northeast and south governorates of Syria, following the transition of Gaziantep hub, whole of Syria mechanism, is more prominent. More programmes and coordination efforts are required to address the evolved transition considering the nexus of humanitarian response, early recovery and reconstruction/development.
The Programme Analyst assists in the design, planning and management of UNFPAโs country Programme by analyzing relevant political, social and economic trends and providing inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Analyst assists with Programme/ project implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring results achieved during implementation
You would be responsible for:
In cooperation with relevant CO units monitors project and Programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and monitoring missions and preparing regular inputs to status and progress reports. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations. Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination. Supports advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background materials for use in discussions and public events. Establishes and maintains a network of donor and public information contacts and provides assistance in organizing and conducting donor meetings and public information events. Analyzes and interprets the political, social and economic environment relevant to population and development, reproductive health and gender, and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks. Contribute to the provision of inputs for situation analysis, Humanitarian Response Plan/contingency plans, formulation, plans of action, project proposals and agreements, development of work plans, annual and mid-term reviews, annual reports, and other required documentation. Coordinate the implementation of SRH/GBV/youth activities related to the UNFPA humanitarian response program in alignment with local priorities and UNFPA program policies and procedures. Support head of office to coordinate with the programme and M&E unitย to identify the needs, develop work plans, monitor programme implementation and evaluate UNFPA activities. Work closely with the Communications team to convey advocacy messages, audiovisual materials, human-interest stories and key messages to feed into reports on the situation of women, girls and youth affected by the Syria crisis. Identify knowledge gaps and organize learning sessions on corporate procedures/guidelines to support in developing the capacities of partners and UN Agencies on GBV, youth and RH. Supervise and coach technical staff under her/his responsibility. Performs other tasks as assigned by the supervisor or the Head of Office.Qualifications and Experience:ย
Education:ย ย
An advance degree (minimum Master Degree or equivalent) in Social Science, Health nursing and or midwifery, is required.ยKnowledge and Experience:ย
Minimum two years of increasingly responsible relevant professional experience in implementation and monitoring of humanitarian programmes is required Strong commitment to the mandate of the UN and UNFPA in Syria; Field experience addressing/integrating gender, and/or sexual and reproductive health issues in emergency and post conflict contexts ; Knowledge of reproductive health and protection issues in humanitarian and post-conflict recovery settings; Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills) ; Persons committed to womenโs rights highly desired; Experience with UN is preferableLanguages:ย
Fluency in oral and written English and Arabic is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages.
