CRS Moldova and Ukraineย
Building on a modest pre-existing presence, the Moldova and Ukraine Country Office (CO) rapidly expanded its programming following Russiaโs full-scale invasion of Ukraine in 2022. Between 2022 and 2025, CRS reached over 500,000 people through a comprehensive emergency, recovery and development strategy encompassing shelter and infrastructure, winterization, basic needs, education, livelihoods, protection, and care reform. The CO also prioritized strengthening partner capacity and fostering local leadership to amplify impact and reach millions more. Looking ahead, priorities include diversifying programming for the most vulnerable, integrating systemic outcomes for scale, and deepening partnerships across both countries. CRSโ portfolio is resourced by institutional donors and private emergency funding.ย
In Ukraine, CRS has provided technical support and accompaniment to Caritas Ukraine (CUA) in managing the U.S. Government (USG) Department of State (DOS)-funded programย Multi-Sector Assistance to War-Affected People in Ukraineย since February 2024. The next phase of the project is expected to significantly broaden its scope and scale, delivering critical services to a larger number of war-affected communities. Through capacity sharing and accompaniment, CRS supports CUA on all aspects of implementation including program management, technical sectors, MEAL, grants management and reporting, operations, compliance and risk management. The support is led and coordinated by a Project Director, with active involvement from the Country Office senior management, programming and operations teams, as well as regional and global advisors, and strategic engagement of agency senior leadership.ย

Job Summaryย ย
The Risk and Compliance Manager (TAII) will work in close partnership with the Head of Operations, the Project Director for the DOS award, and partnerโs team to ensure robust risk management and donor compliance across the Country Office and especially for Ukraine programs. The R&C Manager will also mentor and support Caritas partners and other sub-recipients on compliance matters, helping them identify compliance requirements and strengthen policies and procedures in alignment with donor standards.ย
The successful candidate will support the Country Office in strengthening capacity, promoting safeguarding, preventing fraud, and providing audit support.ย
ย Roles and Key Responsibilities
Partner Support for DOS award
Provide technical advice and solutions for risk management and donor compliance for the DOS-funded award implement by Caritas Ukraine, including identifying compliance requirements and supporting the partner organization to develop policies and procedures to meet these requirements. In close collaboration with the Project Director, support the sector leads to identify and mitigate risks within their sectors, including Shelter, WASH, infrastructure, livelihoods, protection, cash and rapid response. ย Ensure that the partnerโs fraud and safeguarding policies and procedures are aligned with different donor policies and build the overall capacity of partners on fraud and safeguarding. Support the design and facilitation of training and institutional capacity strengthening plans for sub recipients and DOS award in line with donor policies, procedures, systems and requirements. Coordinate and support the partner organization in the external audits, and third-party monitoring visits; work closely with the project leadership teams in drafting the audit management disclosure letter and support audit findings and closures.CRS Risk and Compliance:
Maintain an in-depth understanding of relevant donor requirements for CRS programs, including DOS, CEB, specific corporate and foundation donors on Safeguarding and Fraud Management. Support the Country Office (CO) leadership team to strengthen internal control systems and procedures; and build capacity to comply with FAM and Safeguarding procedures, applicable local laws, and donor requirements.ย Develop training strategies and agendas/curriculums, conduct trainings and awareness programs, and mentor and coach CO staff. Support the preparation of investigation reports and the inclusion corrective actions to address gaps in knowledge, systems, or procedures to strengthen prevention efforts. Maintain/update Fraud Allegation.ย Contribute to knowledge management and learning through collecting and analyzing relevant data, evaluating, and measuring impact of activities, capturing, and sharing lessons learned to identify trends, best practices, and research and internal reports.ย Contribute to the development and implementation of agency-wide standards and tools, including detection and response processes to fraud and safeguarding violations, guidelines, reporting formats and how to incorporate such standards into relevant CRS business practices.Preferred Qualificationsย
Master's Degree in business administration, Finance, Accounting, or another relevant field is an advantage. Previous experience in an emergency context is an advantage.Knowledge, Skills, and Abilitiesย ย

Travel -The position is based in Ukraine. The successful candidate must be willing and able to travel up to 50% between Moldova and Ukraine, and in the field.

Basic Qualificationsย
Bachelorโs Degree in business administration, Finance, Accounting, or another relevant field required. Minimum of eight years relevant international working experience in an advisory or management role with progressive responsibilities, ideally withย an international NGO, with minimum of three years working in operations.ย Previous experience providing technical assistance and developing successful proposals for external donor funding is required.Agency Competencies (for all CRS Staff):
