JOB TITLE: Risk and Compliance Officer

DURATION:11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP Ethiopia has made significant investments in its enterprise risk management programme, ensuring risk monitoring, control strengthening, and assurance are embedded in key processes across WFPโs operational portfolio to support decision making. Among other duties, the CO risk management function:
- supports annual planning and risk monitoring activities,
- contributes to and ensures compliance on key CO committees,
- contributes to vendor and partner due diligence reviews,
- advises on government, partner and donor agreements and risk information sharing,
- supports CO business continuity and contingency planning,
- promotes interagency collaboration on risk management and fraud prevention, with a focus on partner and vendor risks;
- coordinates annual assurance activities to review internal control effectiveness; and
- Coordinates fraud incident escalation and follow-up, and supports 2nd and 3rd line oversight activities for the CO.
- Monitor the efficiency of Assurance activities, timely recommend, and improvement actions
Within the framework of WFPโs Enterprise Risk management policy (2018) and revised Anti-fraud and Anti-Corruption policy (2021), the CO will continue to take on new initiatives that give functional and CO management greater visibility on key risks, quantify and monitor high-risk areas and priorities, and strengthen oversight recommendation management and CO follow-up. The Ethiopia CO is recruiting a Risk Analyst at the level of Consultant level 1 to support the implementation of the CO risk management and compliance portfolio, under the direct supervision of the Head of the Risk Management Unit. The position will be based in
Addis Ababa, Ethiopia, with regular travel to WFPโs field offices expected.
The ideal candidate is a self-starter with interest and experience in risk management, compliance, audit or legal functions in a public sector, humanitarian or development organization.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead Country Office third-party due diligence processes, specifically for partners and vendors, to ensure compliance with minimum WFP and UN standards, vetting requirements and sanctions reviews.
2. Participate in CP spot checks and due diligence reviews on the use of the UN Partner Portal, ensuring CP data is accurate, validated with stakeholders as appropriate (including interagency partners), and that misrepresentation of partnership data is flagged/escalated to relevant CO/RB focal points promptly.
3. Periodically attend Vendor Management Committees (member capacity) to support the review process for inclusion of new vendors on WFP rosters.
4. Ensure that all offices have undergone BCP scenario testing and that the BCP and EPRP documents are updated regularly.
5. Ensure training on business continuity plans and other contingency-related documents.
6. Participate in risk compliance and internal controls assessment missions to ensure assurance activities are efficient and applied efficiently, identify areas for improvement, and ensure they are improved.
7. Support the unit in developing compliance checklists for all high-risk units and ensure units carry out internal control self-assessments.
8. Support the implementation of other elements of the ERM framework in Ethiopia, including the periodic update of the CO Risk Register. Follow up as needed with functional units and Area Offices to ensure completeness, mitigation action updates, and ongoing monitoring of the highest-risk areas. Support data upload in the corporate risk management system as needed.
9. Support the implementation of fraud risk assessments for high-risk process areas or for new/innovative activities and initiatives.
10. Deliver ERM training to staff and third parties, where required.
11. Other duties as assigned.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Bachelorโs degree in risk management, accounting, business administration, law or related studies.
Experience:
Minimum of 3 years of relevant professional experience in risk management, audit and oversight with in international
humanitarian organization.
Knowledge & Skills:
Practical knowledge and experience of risk data analysis in humanitarian and development context and a demonstrated capacity to deliver high- quality work and meet demanding timeframes independently; strong analytical skills including data visualization; ability to work and engage effectively with other teams; attention to detail; proficiency with MS Office
(Word, PowerPoint, Excel).
Languages:
Fluency in English and strong English writing skills. Other UN language would be helpful, although not required.
