Responsibilities and Accountabilities
ย 1. Plan and Implement IBG activities under IOM Malaysiaโs IBG portfolio, including providing support in hiring relevant staff.
2. Provide substantive guidance, advice and support to the Country Office and in particular relevant national and international staff to build their capacity in the area of Integrated Border Management, as well as to project partners and government counterpart offices on strengthening key aspects of migration governance, particularly through effective, integrated border management strategies and initiatives to engage law enforcement authorities on international legal standards, referral mechanisms, countering irregular migration and protection of vulnerable migrants.ย
3. Prepare and deliver strategic initiatives on rights-based border governance, in close coordination with the National Programme Officer, national border management agencies based on measures of prevention, methods of identification, support, and assistance through referral mechanisms to trafficked and smuggled migrants, following IOMโs policy and guidelines, as well as international standards and best practices
4. Coordinate the development, adaptation, and consolidation of relevant programmatic components i.e. training needs assessment, training materials development/contextualization, development of standard operating procedures, identification of IBG related primary and secondary inspection tools and equipment as required.
7. Ensure there is systematic Monitoring and Evaluation (M&E) to follow up on project activities and financial management of the IBG portfolio. including reporting in accordance with donor requirements.
8. Coordinate closely with relevant units in the CO including the Migrant Protection, Labour Migration and Programme Support units to achieve an integrated and holistic approach to protection of vulnerable migrants.
9. Establish and maintain effective working relationships with project partners and donors to coordinate and expedite project implementation, develop new projects, maximize project performance levels, and resolve constraints to implementation. Provide technical advice on the expansion of the IBG and CT portfolioโs and support the development of new projects and fundraising initiatives.
10. In coordination with the Protection [Assisted Voluntary Returns and Reintegration (AVRR)] team, build IOMโs relationships with the host government on readmission and returns.
11. Extend the technical support and cooperation with related ministries/departments mandated with border management. Extend technical support on CT responsibilities, in close coordination with the Protection unit.
12. Keep abreast of and provide ongoing advice and up-to date information on national, regional, and global trends in IBG related issues and prepare expert input to reports, briefing notes and other information and research materials.
13. Expand the missionโs portfolio on legal identity solutions and regularization.ย
14. Perform such other duties as may be assigned.
Required Qualifications and Experience
EDUCATION
โข Masterโs degree in political, Social Science or Business Administration, International Relations, Law, Labor relations, or a related field from an accredited academic institution with five years of relevant professional experience; or
โข University degree in the above fields with seven years of relevant professional experience.
EXPERIENCE
โข Experience in project/programme management with UN agencies or non or governmental organizations in migration management focusing on rights-based border governance, Security Sector Reform and other related fields, with supervisory responsibilities and demonstrated achievements.
โข Experience in conducting Monitoring and Evaluation (M&E), with understanding of M&E tools and approaches.
โข Demonstrated experience of finance, procurement, and human resource management in the context of a project or a programme.
โข Experience in designing, planning, organizing, and delivering trainings.
โข Experience of project development, including the associated budgets.
โข Experience in programme strategy development.
โข Experience in writing Projects, Concept notes, training plans, statements of works, standard operating procedures, and detailed instructions.
โข Experience providing support to national efforts in training/capacity building, law enforcement, operations, border security and/or management, security sector management and counter-trafficking is desired.
โข Previous experience in strategic/ technical advisory and coordination is desired.
โข A technical understanding of Border Management Information System
Previous experience in gender mainstreaming for IBG interventions.
