Under the overall supervision of the Chief of Mission and the direct supervision of the National Officer (Area Coordination), the incumbent will support the implementation, coordination, analysis and reporting of IOMโs Displacement Tracking Matrix (DTM) assessments. The role contributes to one or more assessment workstreams and supports the monitoring of humanitarian mobility and needs assessments. The incumbent will assist with data processing, quality checks, and analytical outputs and the preparation of presentations and products used for humanitarian preparedness and response in Ukraine.
- In coordination with theย National Officer (Area Coordination), support the implementation and monitoring of data flows so that information collected by the Data & Analytics unit is processed and analyzed in a timely and reliable manner.ย
- Support the implementation and monitoring of data flows for mobility and needs assessments, including data collection cleaning, validation, analysis and preparation for dissemination.
- Contribute to the development and maintenance of SOPs, data dictionaries, sampling frames and analysis plans; incorporating protection, AAP and gender considerations as guided.
- Assist in coordinating the preparation of analytical reports and rapid updates (e.g., flash notes, situation overviews, dashboards and maps) in line with IOM procedures and donor requirements.
- Contribute to the preparation and routine updating of dashboards and data visualisations (e.g., Power BI/ArcGIS/interactive web products), providing clear narratives and key findings for users.
- Support the implementation of DTM assessments, including contributing to the identification and prioritisation of monitoring points and target locations, in coordination with OCHA, clusters, and operational partners.
- Contribute to data quality processes, including field spot-checks, application of validation rules, back-checks and routine data audits.
- Liaise with OCHA, clusters/working groups (DCG, HOCG, Protection, CCCM, Shelter/NFI, etc.), government counterparts and partners to share information, align indicators where possible and facilitate the use of DTM data for planning and response.
- Support planning and delivery of capacity-building activities for IOM staff and partners on DTM methodologies, field procedures, mobile data collection (e.g., KOBO/ODK), data protection and responsible data sharing.
- Provide clear, timely responses to internal and external data requests and support the preparation of briefings; participate in coordination meetings as required by the supervisor.
- Contribute to the refinement of methodological tools and internal procedures within the Data & Analytics/DTM unit to address evolving information needs.
- Promote compliance with IOMโs Data Protection Principlesย by applying basic risk-mitigation steps, aggregation and anonymisation measures prior to data sharing, in line with established guidance.
- Keep the supervisor informed of progress, challenges and operational needs, and suggest adjustments to workflows when required.
- Support the preparation of project proposals, budgets, concept notes and communication products and monitoring frameworks, contributing relevant data inputs and analysis.
- Coordinate analytical workstreams assigned by supervisor, contributing to production schedules, peer review processes and documentation of methods, code and metadata.
- Support recruitment, orientation and tasking of enumerators/field teams (including third-party monitoring where relevant) and participate in duty travel for field coordination and quality-check activities.

- High school diploma with seven years of relevant experience; orย
- Bachelorโs degree in Sociology, Statistics, IT or data science, Political or other Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience. ย Experience
- Experience supporting quantitative data analysis on medium to large datasets.
- Experience contributing to automated data processing or data-flow routines is an advantage.ย
- Experience working in humanitarian or development settings is desirable.
- Experience supporting programmes involving migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups is an advantage.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural environment is an advantage.
- Working knowledge of analytical methods to support their application in routine assesments. Skills
- Practical ability to use at least one statistical or data-analysis tool (Python, SPSS, R or STATA) and assist colleagues in basic functions.ย
- Attention to detail and ability to work with complex datasets and databases.
- Understanding of the data requirements in humanitarian and recovery programming, and familiarity with related methodological frameworks and tools (IASC, IRIS, DTM and others) is an advantage. Languages
