While Jordan has made notable progress in increasing womenโ€™s political participation, including through recent constitutional and legislative reforms, women MPs continue to face significant challenges in fully engaging with the technical aspects of legislative drafting and analysis. Addressing these gaps is critical not only to advance gender equality but also to ensure that national laws reflect the diverse needs and priorities of Jordanian society.
As part of UN Womenโ€™s broader commitment to promoting inclusive and gender-sensitive governance. In partnership with the Jordanian House of Representatives and in close collaboration with the Women Parliamentarians Caucus and the Secretariat of the House, UN Womenโ€™s strategy seeks to enhance the institutional and individual capacities of women Members of Parliament (MPs) to influence and contribute to the national legislative agenda effectively.
To support this objective, UN Women will conduct a series of technical workshops tailored to meet the needs of women MPs. These workshops will focus on enhancing their knowledge and practical skills in legislative drafting, aligning proposed legislation with national procedures, and reviewing Regulatory Impact Assessments (RIA) reports which, according to the draft by-law, will be submitted to parliament, through a gender lens. The trainings will emphasize methodologies for identifying and addressing gender gaps in legal texts, evaluating the differential impact of legislation on women and men, and applying global best practices in gender-sensitive lawmaking.

Through these activities, which aim to empower the Parliamentary Women Caucus and women MPs members of parliamentary committees to advocate more effectively for gender-responsive policies, enhance the quality and inclusiveness of legislation, and establish themselves as key players in advancing Jordanโ€™s political modernization efforts.The capacity-building support will help institutionalize gender equality within the legislative framework and foster more enabling environments for womenโ€™s leadership at all levels of governance.
The Senior Legal Trainer will implement and submit the required deliverables under the overall supervision of the Assistant Country Representative for Gender Responsive Governance and the direct supervision of the Programme Analyst.

Description of Responsibilities/ Scope of Work
Scope of Work
Under the framework of UN Women Jordanโ€™s partnership with the Jordanian House of Representatives and aligned with the broader strategy to enhance gender-sensitive legislative governance, the Senior Trainer will design and deliver a targeted training program to build the technical capacity of Women MPs. The program aims to strengthen MPsโ€™ engagement in legislative drafting and review processes, improve their ability to review gender-focused Regulatory Impact Assessments (RIA), and advance the integration of gender perspectives into national legal frameworks.
The Consultant will be committing to 20 Days over the span of 2 months.

Key Responsibilities

Develop materials for two tailored training workshops, first on legislative process and techniques; second on
Regulatory Impact Assessment (RIA) aligned with national procedures. Conduct two interactive training workshops (2 days each) for Women MPs on legislative Process and
techniques; the second on Regulatory Impact Assessment (RIA). Produce a simple, easy-to-use legislative Drafting Process and RIA handout to be used by Women MPs as a reference on the workshopโ€™s topics. Functional Competencies:

Advanced legal drafting and legislative analysis Familiarity with Jordanian parliamentary procedures Ability to simplify complex legal concept Capacity to mentor and facilitate hands-on learning Strong command of Arabic legal terminology Knowledge of gender-sensitive legislative approaches

Education and Certification:

Masterโ€™s degree in Law, Political Science, or Public Policy is required. A first-level university degree in combination with two additional qualifying experience may be accepted in lieu of an advanced degree. Specialization in legislative drafting or public law is preferred

Experience:

Minimum 7 years of experience in legislative drafting or legal reform is required Experience working with parliamentary institutions or legislative bureaus is required Familiarity with the Jordanian legal and parliamentary context is required Previous experience delivering legal training or capacity building programs is required Excellent analytical skills with a strong drive for results and capacity to work independently is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience working in the UN System is desirable.

Languages:

Fluency in English and Arabic is required.ย
